About this file
This is a Statement of Work (SOW) for a design-build contract to deliver a new production facility for the Magna Strategic System Program at the Naval Industrial Reserve Ordnance Plant (NIROP) in Magna, Utah. The project requires complete design, construction, and commissioning of a process-driven complex dedicated to manufacturing specialized, high-purity energetic material with safe integration of hazardous and explosive chemical processes.
The contractor must deliver a fully integrated production complex complying with DoD Unified Facilities Criteria (UFC) and explosives safety engineering principles, including governing standards such as UFC 1-300-09N, UFC 3-340-02, NAVSEA OP5, DOD 4145.26-M, and NFPA 70/National Electrical Code. Core facilities include a Drying Operations Facility with large-scale rotary drying systems featuring grounding/bonding, vapor/solvent recovery, and remote monitoring; a Grinding Operations Facility for remote jet milling operations; Support Structures including a control building for remote process monitoring; and Site Infrastructure with ESQD-compliant site layout, roads, utilities, security perimeters, grounding grids, and lightning protection systems. Required contractor services encompass Architecture & Engineering (A&E) design for high-hazard industrial facilities, Process Hazard Analysis (PHA) through HAZOP studies, Hazardous Location Engineering for Class I/II Division 1/2 electrical systems, Specialized Construction of hazardous material processing facilities with conductive flooring, Systems Integration of process equipment with remote instrumentation and controls, and comprehensive Commissioning including cold and hot testing phases. Non-negotiable qualifications include demonstrated experience in high-explosive facility construction for Class 1.1 explosives, proven expertise with DoD explosive safety regulations, capability to operate within secure government weapons installations with personnel security screenings, project phasing that does not disrupt ongoing critical operations, and guaranteed performance outcomes achieving specified annual production throughput and material purity rates upon completion.

Magna Strategic System Program Complex
Naval Industrial Reserve Ordnance Plant (NIROP)
Magna, UT
Magna Strategic System Program Complex
STATEMENT OF WORK
1.0 PROJECT OVERVIEW
This Scope of Work (SOW) outlines the requirements for a design-build contract to deliver a new production facility for the Magna Strategic System Program. The project requires the complete design, construction, and commissioning of a process-driven complex dedicated to manufacturing a specialized, high-purity energetic material. This project must include the safe integration of hazardous and explosive chemical processes within newly constructed facilities at a secure Government installation. The Government seeks to identify sources with demonstrated, experience in executing projects of this specific nature and complexity.
2.0 GENERAL REQUIREMENTS
The contractor shall be responsible for all activities required to deliver a complete and usable facility. All design and construction must comply with applicable laws and the latest versions of DoD Unified Facilities Criteria (UFC). The design must be driven by and fully compliant with the principles of explosives safety engineering.
Key governing standards include:
• UFC 1-300-09N Navy and Marine Corps Design Procedures
• UFC 3-340-02 Structures to Resist the Effects of Accidental Explosions
• NAVSEA OP5 Ammunition and Explosives Safety Ashore, including requirements for Explosive Safety Quantity Distance (ESQD) siting and arcs.
• DOD 4145.26-M DoD Contractor’s Safety Manual for Ammunition and Explosives
• NFPA 70 / National Electrical Code (NEC), particularly articles governing Hazardous
(Classified) Locations.
DoDM 5100.76 Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives (AA&E)In the event of conflicting regulations, the more stringent requirement shall apply.
3.0 CORE SCOPE REQUIREMENTS
The contractor shall design and construct a fully integrated production complex. The design must accommodate the unique hazards of the process, including static discharge, friction, impact, and potential for deflagration. Key facilities include:
• Drying Operations Facility: A building designed to house large-scale rotary drying systems for solvent-based energetic materials. The design must incorporate extensive grounding and bonding, vapor/solvent recovery systems, and be configured for remote monitoring and operation. The facility must include engineered controls to mitigate dust explosion hazards, including specialized ventilation and static control measures.
• Grinding Operations Facility: A structure designed for remote operation of specialized jet milling systems. The facility must include engineered controls to mitigate dust explosion hazards, including specialized ventilation and static control measures.
• Support Structures: A control building for remote process monitoring, physically separated from the primary hazards. The scope also includes product catch tanks, interim storage, and facilities for inert material handling.
• Site Infrastructure: Development of an ESQD-compliant site layout. This includes all roads, utilities, security perimeters, and the installation of specialized grounding grids and lightning protection systems appropriate for high-hazard facilities.
4.0 REQUIRED CONTRACTOR SERVICES
The contractor must demonstrate prime-contractor capability and experience in the following specialized areas:
• A&E Design: Delivering a complete design for a high-hazard industrial facility where safety and process flow dictate the architectural, structural, and electrical design. This includes possessing an expert-level understanding of the specialized equipment and infrastructure configurations required for the safe and efficient production of energetic materials.
• Process Hazard Analysis (PHA): Leading or participating in formal HAZOP or other PHA studies to identify and mitigate risks in the design phase.
• Hazardous Location Engineering: Design and installation of electrical systems compliant with NEC requirements in Class I/II, Division 1/2 environments
• Specialized Construction: Construction of hazardous material processing facilities and/or the installation of conductive/spark-resistant flooring and finishes. Construction of facilities that comply with DOD UFC.
• Systems Integration: Integration of process equipment with remote instrumentation and controls (I&C), data acquisition, and life-safety systems. This requires specific knowledge of how the facility's structural and utility systems (e.g., HVAC, grounding, power distribution) must be configured to support the unique requirements of the process equipment.
• Commissioning: Executing a comprehensive commissioning plan for an energetic material facility, including cold (inert) and hot (live) testing phases.
5.0 KEY PROJECT CONSTRAINTS
To be considered qualified for this project, the contractor must provide verifiable evidence of their capability to meet the following non-negotiable constraints:
• Proven Experience in High-Explosive Facility Construction: The contractor must have demonstrated experience in the design and construction of facilities for handling and processing Class 1.1 high explosives. This includes a deep understanding of the unique safety and engineering challenges associated with energetic materials.
• Mandatory Adherence to DoD Explosive Safety Regulations: The contractor must prove their expertise and past compliance with highly specialized government safety standards.
• Operations within a Secure Government Weapons Installation: The contractor must be capable of:
• Safely managing complex construction activities within the secure perimeter of an active weapons industrial area.
• Ensuring all personnel can pass required security screenings to work in a controlled environment.
• Phasing and executing the project in a manner that does not impact ongoing, critical industrial operations.
• Integrate the new facility with existing, and often unique, site infrastructure without causing disruption.
• Guaranteed Performance Outcomes: Upon completion, the facility must be proven to achieve the specified annual production throughput and material purity rates as defined in the scope of work.
