About this file
This is a Sources Sought Notice issued by the National Institute of Standards and Technology (NIST) to identify alternative sources for EIMAC vacuum tubes required to maintain WWVB transmitters that disseminate accurate and reliable time to the civilian population. The three specific tube models required are 4-400C, 4CX5000A, and 4CX15000A. NIST has not yet determined its acquisition strategy and currently identifies Richardson Electronics LTD (LAESNTQ4L6H9) as a known source, though this identification does not constitute a commitment to sole-source procurement. If market research identifies capable alternative sources interested in competing, NIST will consider conducting a competitive acquisition in accordance with applicable law and regulation.
Interested parties must voluntarily submit responses via email in Microsoft Word, Adobe PDF, or Microsoft Excel format to designated points of contact. Required information includes company summary details (name, address, website, UEI, POC, size status, SAM.gov registration status); feedback on draft requirements regarding clarity, competitiveness, domestic involvement, and Made in America considerations; product and service specifications including OEM information, country of manufacture, commercial product or COTS designation, standard commercial pricing, estimated price ranges, and standard commercial terms and conditions including warranty information; regulatory compliance confirmation regarding FAR Clause 52.219-14 for small business set-asides; and details of existing governmentwide contract vehicles such as GSA Multiple Award Schedules. The notice does not obligate the Government to award a contract or compensate respondents, and responses received after the closing date will not be considered. Following market research review, NIST may publish a solicitation on GSA eBuy or SAM.gov, though responses to this notice will not constitute adequate responses to any subsequent solicitation.

Text version
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:
The National Institute of Standards and Technology (NIST) is the US National Metrology Institute (NMI) responsible for disseminating accurate and reliable time to the civilian population. WWVB makes the timing signal available as funded by congress through NIST’s general statutory mission to maintain national standards for time. The acquisition of these vacuum tubes will allow NIST to maintain the transmitters in prime condition that allows for transmitting the date and time as well as geophysical alerts and propagation studies.
The following EIMAC vacuum tubes are necessary to keep the transmitters on the air:
4-400C
4CX5000A
4CX15000A
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Richardson Electronics LTD, LAESNTQ4L6H9, then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Richardson Electronics LTD in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Richardson Electronics LTD for this requirement.
