About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs Network Contracting Office 22 (NCO 22) for bulk oxygen supply services at the VA Long Beach Healthcare System Tibor Rubin Medical Center. The notice, SSN 36C26227Q0004, seeks to identify qualified sources and establish market knowledge regarding vendor capabilities and size classifications under NAICS code 325120 (with a 1,200-employee size standard). The response deadline is September 14, 2026, at 7:00 AM Pacific Time. The government is evaluating potential set-asides for Veteran-owned businesses or small business concerns if market research establishes that two or more qualified vendors exist in either category. The contracting office is located in Long Beach, California (zip code 90815), and interested sources may contact Lynn Bulsombut, Anthony Pasquale, or Alex Contla to schedule site visits for a better understanding of the Statement of Work and future construction plans.

The requirement encompasses bulk oxygen products and related services including monthly facility fees for tank rentals (9000G horizontal and 3000G vertical configurations), telemetry services, delivery fees with certificates of analysis, and portal administration fees. Vendors must be OEM-authorized dealers, distributors, or resellers and must provide authorization documentation; gray market items are not acceptable. Interested sources should submit capabilities statements demonstrating compliance with draft requirements, clarify their role (manufacturer, distributor, or reseller), confirm OEM authorization, address compliance with limitations on subcontracting and the non-manufacturer rule, confirm Buy American Act compliance, and disclose any existing Federal Supply Schedule or other government contracts. While general pricing is encouraged for market research purposes only, this is not a solicitation, and any future formal solicitation will be published separately on SAM.gov.
