About this file

This is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Education, Division of Early Learning (DEL), for the administration of the Teacher Education and Compensation Helps (TEACH) scholarship program. The program provides educational scholarships to caregivers and administrators of early childhood programs, family day care homes, large family child care homes, and Early Learning Coalition staff. The service is requested for a 60-month term divided into five fiscal years beginning July 1, 2026, and concluding June 30, 2031. The posting was made on September 21, 2026, at 11:00 AM, with a deadline for receipt of information on October 12, 2026, at 11:00 AM. The intended single source vendor is Children's Forum, Inc., which will continue administering the program and providing scholarship opportunities for eligible participants to earn credentials including the Child Development Associate credential, Florida Staff Credential, Associate or Bachelor's degree in early childhood education, Master's degree in early childhood educational leadership, and the Florida Director Credential.

The estimated total contract value is $60,000,000.00, consisting of $50,000,000.00 for the original five-year period ($10,000,000.00 per fiscal year) plus an additional $10,000,000.00 amendment for fiscal year 2026-2027 only. The single source justification cites the necessity for Children's Forum to continue program administration and the unique nature of providing ongoing scholarship administration to a specialized workforce in early childhood education. The contract was approved by multiple DEL officials, including the Interim Chancellor Katerina Maroney, Deputy Director of Finance & Operations James Finch, and various program and budget supervisors. Prospective vendors may submit information regarding their ability to provide the described services; however, if the agency determines in writing that the services are available only from a single source after reviewing any submissions, the agency will proceed with the single-source contract as specified in Florida Administrative Code and Florida Statutes.
