About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Education, Division of Technology and Innovation, seeking to procure maintenance and support services for TIBCO Managed File Transfer-Secure File Transfer Protocol (TIBCO MFT SFTP) software. The Department requires ongoing maintenance and support to continue operations of this system, which facilitates secure file transfers between the Florida Department of Education and Single Sign On (SSO) Organizations including counties, colleges, and universities. The contract term is one year, running from July 1, 2026, through June 30, 2027. The posting date was April 30, 2026, at 4:00 P.M. ET, with a deadline for receipt of vendor information by May 21, 2026, at 4:00 P.M. ET. The contact for inquiries is Rhonda Forbes, located at 325 West Gaines Street, Suite 332, Tallahassee, Florida 32399-0400, telephone 850-245-0075, or Rhonda.Forbes@fldoe.org. The internal tracking number is SSM 2026-43.
The estimated dollar amount for this single source purchase is $97,472.20. Cloud Software Group, Inc. (formerly known as TIBCO Software Group) is identified as the intended single source vendor. The justification for single source acquisition is that TIBCO is the sole proprietor of the software, which provides unique functionality for managing file transfers within the Department's network and mainframe systems, including file encryption, secure automated and manual file transmissions, and the capability to handle large capacity file transfers. The purchase was approved by Contract Manager Kelly Pacchioli, Policy Coordinator Dawn Creamer, Deputy Commissioner of Technology and Innovation Andre Smith, and Budget Officer Suzanne Pridgeon. Prospective vendors are invited to submit information regarding their ability to supply the described services by the May 21, 2026, deadline, and the agency will make a final determination regarding single source availability based on any information received.
