About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Education for continuation of maintenance and support services for the Florida Schools Safety Portal (FSSP) and related software systems. The FSSP was established in response to recommendations from the Marjory Stoneman Douglas Commission to provide school threat assessment teams with timely access to centralized, integrated data for identifying and assisting individuals whose behavior may pose a threat to themselves or others. The requested services include Software as a Service (SaaS) subscription components for cloud-based hosting and operation of the School Safety and FocalPoint platforms, managed services for ongoing system operations and enhancements, and new development services as needed for additional features and integrations. The contract term is three years, from May 1, 2025, through July 31, 2028. The posting date was March 12, 2026, with a deadline for receipt of information by April 2, 2026, at 4:30 p.m. The contact for this opportunity is Winston McGriff at the Florida Department of Education, located at 325 West Gaines Street, Suite 344, Tallahassee, Florida 32399.
The estimated total contract value is $2,498,000.00, comprised of an original amount of $2,358,000.00 and an amended amount of $140,000.00 to develop and implement an Application Programming Interface (API) supporting secure data transfer between the Florida School Safety Portal and the Florida Safety and Threat Management Portal. Versaterm Public Safety US, Inc. is identified as the sole-source provider based on its proprietary ownership of the School Safety, School Safety Hosting, and FocalPoint software solutions, with no authorized third parties permitted to deliver maintenance, edit, or modify the source code. The justification for single-source acquisition emphasizes that Versaterm is the exclusive owner and maintainer of these systems. Interested parties should submit information regarding their ability to provide the described services to the contact person by the advertisement end date, after which the agency will determine whether the services are available from sources other than the intended single source.

In 2019, in response to this recommendation, FDOE was required to provide a centralized integrated data portal to improve the threat assessment teams’ access to timely information from a variety of data sources, including but not limited to those in § 1001.212(6), F.S.
