About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Education, Division of Early Learning. The agency is seeking to procure Ages and Stages Questionnaire Third Edition (ASQ-3) and ASQ:SE2 screening tools for assessing the developmental progress of children participating in Florida's school readiness program, including related training, materials, and online data support. The procurement is for a 60-month term and meets statutory and programmatic requirements for developmental screening instruments and supporting information systems. The agency has determined that the ASQ-3 and ASQ Enterprise system are the only solutions that meet all of the state's needs, including capabilities related to statewide data capture, aggregation, and reporting, as well as integration with the state's Single Statewide Information System.

The estimated dollar amount for this single source procurement is $6,590,436. The agency has provided justification for the single source determination, citing the unique requirements and the inability to identify alternative solutions through market research and previous procurements. This procurement is intended to serve the 30 early learning coalitions and the Redlands Christian Migrant Association (RCMA) in the state of Florida, specifically within Leon County and the city of Tallahassee.

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):

Under s. 1002.82(2)(f)2, F.S., DEL may provide technical assistance and guidance on additional support services to complement the school readiness program. The ASQ-3 meets all statutory developmental screening instrument requirements specified in 6M-4.720(3), F.A.C.
