Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The National Library Service for the Blind and Print Disabled (NLS) is revolutionizing book distribution with Duplication on Demand. Instead of individual cartridges with unique titles, patrons will receive single cartridges with multiple titles. These titles are downloaded nightly from the Braille and Audio Reading Download (BARD) service of NLS, using duplication equipment from Keystone Library Automation Systems (KLAS).
Since 1998, KLAS has provide the regional library in Daytona Beach, and all nine sub-regional locations around the state a server for the database, training, equipment, and ongoing support. DBS is currently changing over the patron’s database and does not receive books from NLS anymore.
KLAS v7 is a full-featured integrated library management system. This software technology is accessible and necessary, specifically for the needs of consumers and libraries that serve individuals that are blind and visually impaired and who have other print disabilities. KLAS v7 is based on professional cataloguing and circulation practices, with a foundation based on USMARC standard formats for bibliographic data. It manages the broad functions needed for specialized library operations such as the DBSs’ Braille and Talking Book Library. All KLAS screens and functions have been designed to interface effectively with assistive technology.
KLAS is currently being used by Libraries for the Blind and Print Disabled in over thirty-five states and by instructional resource centers in twelve states to manage their patrons and inventory of resources, requests, create and process orders for materials, track and administer funds, and provide reports on all aspects of service.
Additionally, Keystone currently has experience in providing the full range of automation services and support to the Florida Braille and Talking Book Library required to meet immediate hardware, software, training, and accessibility needs. KLAS addresses the unique needs of the DBS Braille and Talking Book Library and other libraries within the Library of Congress’ NLS network. KLAS software maintenance and support can only be provided by Keystone Systems, Inc.
