About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Education (DEL) for Classroom Assessment Scoring System (CLASS) Training and Support Services. The DEL is seeking a single source contractor to provide face-to-face and web-based training, observer calibration, recertification services, and technical assistance for DEL-authorized CLASS observers and technical assistance staff. This is a 36-month contract with an estimated value of $4,700,000. The services are required to meet legislative mandates that each prekindergarten provider and public school in the Voluntary Prekindergarten Education Program participate in a program assessment using the CLASS assessment tool. The DEL has determined through market research and previous procurements that Teachstone Training, LLC, the owner of the copyrighted CLASS assessment, is the only contractor able to provide the necessary scope and scale of services to develop and maintain a statewide network of qualified CLASS observers and trainers.

The estimated total contract value is $4,700,000, with the latest amendment adding $200,000 to the original $2,500,000 contract. The DEL has previously awarded three single-source contracts to Teachstone Training, LLC for these CLASS training and support services. The services are required to support the DEL's implementation of statutory requirements for program assessment and quality improvement in the state's School Readiness and Voluntary Prekindergarten programs.

Amended requirements: HB4 l 9, Chapter 2021-10, Laws of Florida (L. 0 .F), required that each private prekindergarten provider and public school in the Voluntary Prekindergarten Education Program participate in a program assessment of each voluntary prekindergarten education classroom. The program assessment shall measure the quality of teacher-child interactions, including emotional support, classroom organization, and instructional support for children ages 3 to 5 years. This requirement will result in an increase in the CLASS assessor training, assessor calibrations, assessor recertifications and online technical assistance supports for VPK during FY 21-22 and FY 22-23 and the following years.

Section 1002.82(2)(0), F.S. requires the DEL to adopt a program assessment for school readiness program providers that measures the quality of teacher-child interactions, including emotional and behavioral support, engaged support for learning, classroom organization, and instructional support for children ages birth to 5 years. CLASS® met the statutory requirement and the DEL adopted it as the statewide program assessment for school readiness. Rule 6M.4.740 Program Assessment Requirements for the School Readiness Program requires school readiness providers be assessed annually using CLASS®.

Composite scores (averages of the classroom obseivations) are calculated and used as a measure of the quality of the teacher child interactions. Rule 6M-4.500 establishes the minimum contracting and minimum quality scores for providers offering school readiness services. Providers demonstrating higher CLASS composite scores receive differential payments on top of their regular monthly reimbursement based upon the score. Additionally, program improvement components require training designed to improve teacher-child interactions. Based on research of the Early Learning Performance Funding Project (ELPFP), an initiative of the DEL designed to increase program quality, Making the Most of CLASSroom Interactions (MMCI) is one
