About this file

This document is a Description of Intended Single Source Purchase between the Florida Department of Education (DOE) and Paul H. Brookes Publishing Co. Inc. The DOE is seeking to procure Ages and Stages Questionnaire Third Edition (ASQ-3) and Social Emotional (ASQ:SE2) screening tools for assessing the developmental progress of children participating in Florida's school readiness program, including related training, materials, and online data support. The contract term is 36 months from 7/1/2020 to 6/1/2023. The total estimated dollar amount is $950,571.76, with an additional $287,000.00 to provide further training for the ASQ system.

The DOE has determined that the ASQ-3 and ASQ Enterprise system are the only developmental screening instrument and supporting information system that meet all of the State's statutory and programmatic requirements. The ASQ-3 meets all criteria specified in Florida Administrative Code 6M-4.720, including covering the required age range, addressing developmental domains, meeting reliability and validity standards, and enabling data entry and transfer capabilities. The DOE is directed by statute to maintain a statewide information system to track children's progress and allow parents to monitor their child's development over time.

Further, Florida Administrative Code 6M-4.720 requires each early learning coalition to select a screening instrument or instruments for use under this rule which meet all of the psychometric requirements, characteristics and other criteria listed in the rule. This Rule also requires early learning coalitions to enter screening results into an electronic system and make screening and individualized support data available to DEL upon request.
