SOLE SOURCE JUSTIFICATION
Simplified Procedures for Certain Commercial Items
I. Agency and Contracting Activity.
This Justification and Approval (J&A) is to request authority for Other Than Full and Open Competition supporting requirements generated for the Air Force Sustainment Center (AFSC), 638th Supply Chain Management Group (SCMG), 411th Supply Chain Management Squadron (SCMS). The Contracting Activity for this requirement is AFSC/PZAAA at Robins AFB, GA. The purchase request number supporting this contracting action is FD2060-23-00004.
II. Nature and/or description of the action being approved.
Due to the circumstances described herein, the activity requests authority to acquire repair services described in this document using Other Than Full and Open Competition as prescribed by 10 U.S.C.
3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) in accordance with procedures of AFFARS 5313.501, Simplified Procedures for Certain Commercial Items. This action will result in the award of a follow-on firm-fixed-price Requirement Indefinite Delivery Contract (IDC) with a one-year basic ordering period plus four additional (4) one-year ordering periods. Based on the anticipated contract award date, orders can be issued beginning in March 2023.
This sole source requirement will be purchased from the following company:

III. Description of supplies/services required to meet agency needs (including the estimated value).
This requirement is for the repair of the following national stock numbers (NSNs), interchangeable parts in support of the TH-1H Helicopter program:

The AHRS is used on the TH-1H helicopter, which is the primary aircraft for training all United States Air Force (USAF) rotary wing pilots. AHRS is an all-attitude inertial sensor system that provides aircraft attitude, heading and flight dynamics (body rates and accelerations). The AHRS combines the functions of a vertical gyro, a gyro stabilized magnetic compass, and three rate gyros within one single instrument.

The analysis concludes that undertaking a reverse-engineering effort for the AHRS would result in no anticipation of achieving a return on investment within the operational service life of the helicopter. As a result of this finding, the IPT concludes that it would not be cost-beneficial to pursue a reverse-engineering investment for these items.
Accordingly, Global Aviation is the only firm capable of providing the requirements described in Section III above without the USAF experiencing unacceptable delays in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
The Government posted a Sources Sought (SS) / Request for Information (RFI) to SAM.gov on 25 May 2022 under Notice ID FD206023R0004. The SS/RFI requested responses from interested vendors capable of supporting this AHRS repair requirement. Responses to the SS/RFI were due by 24 Jun 2022. No responses from vendors were received.
The requirement will be synopsized in SAM.gov in accordance with FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential subcontracting possibility.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a) (2), and include a statement of price reasonableness confirming that the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted by the IPT 04 Apr 2022 to 07 Jul 2022 in accordance with FAR Part
10.001 and 10.002. The Market Research Report was completed on 14 Jul 2022. The following market research techniques were used:
