1. Nature and/or description of the item/service being procured and anticipated cost:
Purchase of a new chemical detection monitor encompassing life cycle replacement with increased CRBN capabilities in mind. The anticipated cost for this upgrade is$ 85,000.00.
2. Sole Source Justification Rationale in accordance with FAR 13.106-l(b)(l)(i) and (ii).

RedWave is the only brand of Threat ID that is compatible with the current systems in place at the Government facility and the only one to meet all the security requirements. RedWave is the only brand for this purchase that produced the designed requirements for the life cycle replacement and increased detection capabilities for the chemical environment that we could be possibly exposed to. The Threat ID is a Single reflection diamond A TR for solids, liquids and powders analysis, other technology does not do power analysis. System includes Quad-Core 64-bit CPU,4 GB RAM, 64 GB solid state storage with a Large Android O/S, 10" HDMI display (1280x800 pixels) including Integrated video, with digital image capture. Additionally, the system includes USB 2.0 interface, data analysis downloadable to memory stick with the security concern cover by allowing for the connectivity via Bluetooth and WiFi be completely and permanently disabled. The package we are asking to purchase includes (Qty. 2) Hot swappable Li ion batteries and a reach back ability. Reachback 7 Year Support Package to Include: *On-Site Operator Training 1 day class 14 people, Free software updates, Free library updates, All parts & labor to repair system, Free loaner if system malfunctions, 24/7 ThreatAssist access to: Ph.D Chemists, Product engineers, Application scientists & spectral interpretation assistance and/or technical support.
Furthermore, this specific brand allows for the exact characteristics needed for the demands of our current CBRN detection capabilities. The cost of this installation is $85,000.00 and includes the all needed items for the current operation and mission status of the MWEOC Fire Department supplied in the information requested during the market research phase.
