Section B: Description of the Supplies/Services Required
The intent of the Florida Department of Health Newborn Screening Program is to screen, identify, diagnose, and manage newborns at risk for selected disorders that, without detection and treatment, can lead to permanent developmental and physical disabilities or death. Every hospital or state-licensed birthing center must perform screen services, per Florida Statue 383.145.
Section C: Justification for Soliciting from a Single Source
The assessments are a State of Florida requirement, per Public Health Chapter 383.145 and must be sent to the Department of Health Bureau of Laboratories, located in Jacksonville, FL.
Section D: Efforts to Obtain Competition
As this requirement is driven by the state of Florida under statue, there are no companies that can meet the needs of the requirement.
Section E: Steps to Preclude Future Single Source Awards
The 96th Medical Group will continue to work with Florida's Department of Health to monitor the market for potential competition in the future.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
