Single Source Justification for SAP Under the SAT

This document is a Justification for Single Source Awards under Federal Acquisition Regulation (FAR) 12.102(a) for a procurement over the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The Department of Veterans Affairs, through the Christopher Columbus Medical Center (CMCVAMC) in Philadelphia, Pennsylvania, is procuring the Sentec TCOM+ Transcutaneous CO₂ Monitor. The acquisition plan action ID is 36C244-26-AP-3965 with SEPG 477490. This non-invasive monitoring device continuously measures patients' carbon dioxide levels during polysomnography (overnight sleep studies) to diagnose sleep disorders and assess respiratory function. The VA Sleep Center requires this specific equipment to diagnose Obesity Hypoventilation Syndrome (OHS), an increasingly prevalent condition among Veterans, and to evaluate patient response to positive airway pressure (PAP) therapy during titration studies. Without this equipment, the Sleep Center cannot meet current clinical standards for OHS diagnosis or therapy adjustment, resulting in diminished quality of care for Veterans. The estimated procurement amount is redacted in the document.

The justification establishes that this is a brand-name-only requirement with no viable alternatives. The Sentec TCOM+ is the only solution compatible with the existing Nox A1s sleep testing system and is the sole authorized product for transcutaneous CO₂ measurement meeting clinical validation standards for adult sleep populations. Market research confirmed no other systems can perform at the same clinical standards, and Sentec confirmed it is the sole authorized service center nationwide with no other authorized distributors or vendors permitted to distribute, sell, or service these products. The Contracting Officer, Amanda Saunders, certified the justification on August 17, 2026.
