About this file
This Single Source Justification (Simplified Acquisition) document details the Air Force Research Laboratory's intent to procure magnesium oxide-doped lithium niobate (MgOLN) phase modulators from AdvR, Inc. through a sole-source contract. The procurement requires two 493 nm and one 650 nm MgOLN electro-optic phase modulators with specific technical specifications, including polarization maintaining single-mode fiber compatibility, low insertion loss (≤4 dB), high modulation bandwidth (≥10 GHz), and specific tuning and power input requirements.
The justification emphasizes that AdvR, Inc. is the only known vendor offering MgOLN phase modulators meeting the government's precise technical needs for atomic qubit manipulation and quantum networking protocols. A Notice of Proposed Contract Action was posted on SAM.gov from May 11-26, 2025, with no competitive responses received. The contracting officer determined that only a single source is reasonably available, noting that developing an equivalent system would be more costly and potentially disrupt critical quantum research timelines. The government plans to continue monitoring the market for future alternative providers.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Air Force Research Laboratory/ RIK, 26 Electronic Parkway, Rome, NY 13441-4514
Project/Program Name: MgOLN Phase Modulators
Purchase Request / Local ID Number: F4HBL15085A006 / FA875125Q0082
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This action if for a new firm fixed-price (FFP) contract for the procurement of magnesium oxide-doped lithium niobate (MgOLN) phase modulators. The Government intends to negotiate a sole-source contract with AdvR, Inc. to fulfill this requirement.
The MgOLN phase modulators manufactured by AdvR, Inc. are the only commercial offerings found that met the minimum specifications listed below:
1). 493 nm MgOLN electro-optic phase modulator, QTY = 2
-Polarization maintaining, single mode PM480 fiber for directing 493 nm light into device -insertion loss: less than or equal to 4 dB -Modulation 3 dB bandwidth: at least 10 GHz -Tuning range: 0 - 10 GHz (3dB @ 10 GHz or higher) -V_pi: less than 6 V at 10 GHz -Max drive power: at least 1.5 W -Max input optical power: must support at least 15 mW
2). 650 nm MgOLN electro-optic phase modulator, QTY = 1
Polarization maintaining, single mode PM630 fiber for directing 650 nm light into device -Insertion loss: less than or equal to 4 dB -Modulation 3 dB bandwidth: at least 10 GHz -Tuning range: 0 - 10 GHz (3dB @ 10 GHz or higher) -V_pi: less than 6.5 V at 10 GHz -Max drive power: at least 1.5 W -Max input optical power: must support at least 15 mW
The estimated value of this procurement is
Section C: Justification for Soliciting from a Single Source or Brand Name
The Government has determined that other companies' products do not meet or cannot be modified to meet the Government's needs. The required MgOLN fiber coupled phase modulators are used in a wide variety of atomic qubit manipulation and quantum networking protocols. The ability to control atomic qubits and use them for quantum networks is a key part of the AFRL’s strategy in quantum information science.
AdvR, Inc. is the only known vendor that offers commercially available MgOLN phase modulators which meet the Government's required technical and performance capabilities. While offer high-bandwidth modulators, they lack compatibility with the required 493nm and 650 nm wavelengths. Similarly, also fail to provide modulators compatible with these specific wavelengths. Therefore, based on our analysis, ADVR remains the only viable source.

Additionally, the required MgOLN phase modulators are compatible with previously procured equipment and have been utilized in previous research by AFRL. If the required phase modulators are not acquired, development of an equivalent system would cost the government more than of labor by PhD scientists and engineers and potentially result in the research team missing crucial research deadlines and impede their ability to build quantum networks of trapped atoms.
As AdvR, Inc. does not support or maintain a network of authorized resellers or distributors and is the sole-source provider of the required equipment, the Government has determined that award to any other source would result in both a duplication of cost to the Government that is not expected to be recovered through competition and result in unacceptable delays in fulfilling the Agency's requirements.
Section D: Efforts to Obtain Competition
A Notice of Propose Contract Action (NOCA) in the form of a presolicitation notice outlining the Government's intent to make a sole-source award for this requirement directly to AdvR, Inc. was posted to the SAM.gov website from 11 May 2025 to 26 May 2025. No responses to the notice were received to indicate that any other sources were interested in or capable of fulfilling the Government's needs.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to research the performance and technical capabilities of similar products against each of their future requirements to avoid omitting qualified sources. The market will be monitored for future availability of additional providers.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
