About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) for a water remediation contract at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. On February 1, 2025, a sink in the Blue Clinic caused flooding of approximately 1,500 square feet of medical spaces, requiring immediate water removal and drying to prevent mold growth. The urgent nature of the situation necessitated rapid response, resulting in a contract awarded to ONEFORCE Restoration Crossroads, LLC for $15,371.15 on March 3, 2025.
The justification outlines the critical need for immediate remediation to prevent potentially costly additional damages, with no market research conducted due to the time-sensitive nature of the work. The contract was processed under the Simplified Acquisition Threshold (SAT) of $250,000, with the contracting activity being the Department of Veterans Affairs, VISN 10, working through the Network Contracting Office. The solicitation number is 583C52186, and the acquisition plan action ID is 36C250-25-AP-2192, with the contract awarded as 36C25025P0684.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-25-AP-2192
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center (RLRVAMC), 1481 W. Tenth Street, Indianapolis, IN working with Network Contracting Office (NCO) 10. 2237/PR is 583-25-2-663-0082.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: On or about February 1, 2025 a sink in the Blue Clinic was left on after-hours and flooded approximately 1,500 sqft of occupied medical spaces. A water remediation contractor is needed to immediately remove the water, dry out the space and the materials in the impacted area. If remediation does not occur within seventy-two hours, mold will likely grow which will cause costly repairs since most of the materials would need to be removed and replaced. The contract to remediate the water as awarded is $15,371.15.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Due to the urgent and compelling nature of this remediation the Government requires a firm that is immediately available and has the manpower and equipment to dry out a large space in a short-period of time.
4. Description of market research conducted and results or statement why it was not conducted: Prior to award, market research was not conducted due to the urgent need of this requirement. If immediate action was not taken, there was a high likelihood of additional damages that would have potentially cost two- or three-times as much as this urgent remediation. Contracting market research will be done just before award.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
