Section B: Description of the Supplies/Services Required
The 709 Maintenance Support Squadron (MXSS) has a one time requirement to upgrade the Real Time Radiography (RTR) X-Ray in building 238. The RTR X-Ray is used for positional, multi axis X-Ray scanning that allows the operator to view a fast video image stream as the scanner is jogged/moved along the part under evaluation.
There are currently two different x-ray systems utilized in building 238, the Digital Radiography (DR) X-ray system and the RTR X-Ray system. The RTR X-Ray's software, Optiview 4000, is outdated and has been non-functional for almost three years. In order to restore X-Ray capability, the 709 MXSS would like to upgrade the RTR X-Ray's software with the Adaptive Energy Control and Inspection Software (AECIS) 2.0. The AECIS 2.0 X-ray software is currently being used flawlessly on the DR X-ray system.
Contractor shall provide on-site removal of all existing equipment and then assemble and install of all new components. The Contractor shall provide new controls fixtures, fiber optic cables, power supplies, frame grabber and consumables necessary for complete integration into the existing system. The Contractor shall provide on-site user training after completion of install.
Section C: Justification for Soliciting from a Single Source or Brand Name
Adaptive Energy is the developer of the AECIS 2.0 X-ray software. Guy Reiem, General Manager at Adaptive Energy provided a letter dated February 13, 2020 stating that they are the sole owner, distributor and control proprietary information for the AECIS
2.0 X-ray software.
Upgrading the RTR X-ray software to the AECIS 2.0 X-ray software will reduce training costs, increase efficiency , increase throughput, and reduce technical burden on our inspectors. Without upgrading the RTR X-ray software, the 709 MXSS would be required to replace the entire RTR X-ray system. The cost incurred to replace the RTR X-ray system is estimated to be over one (1) million dollars.
Section D: Efforts to Obtain Competition
Internet searches were conducted to locate additional vendors capable of providing the AECIS X-ray software, however, no additional vendors were found. The developer of the AECIS X-ray software, Adaptive Energy has proprietary rights and is the sole distributor of the AECIS X-ray software. Guy Reim, General Manager at Adaptive Energy provided a letter dated February 13, 2020 stating that they are the sole owner, distributor and control proprietary information for the AECIS.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to perform market research of this industry. However, unless Adaptive Energy allows third party distributors or releases their proprietary information, the 709 MXSS would be required to replace the RTR X-ray system thus experiencing substantial duplication of cost that would not be expected to be recovered through competition.
