About this file

This document is a Single Source Justification (Simplified Acquisition) for an urgent requirement to purchase equipment to repair the hot water heat exchanger and piping at Building 6582, Basic Military Training (37th Training Wing) in Joint Base San Antonio (JBSA), Lackland.

The 502d Contracting Squadron (CONS) intends to award the contract to WINSTON WATER COOLER LTD (CAGE Code: 5G4R7), a small business under NAICS code 333414 - Heating Equipment (except Warm Air Furnaces) Manufacturing. This is a one-time urgent requirement, as the existing hot water exchanger was assessed and found to have catastrophically failed, causing major leaks. The hot water heat exchanger provides clean water for cooking, cleaning and sanitation for 560 military trainees and instructors. Due to the urgent nature of the requirement and the need to rapidly repair the equipment, competition is not a viable option. The government intends to sole-source the contract to Winston Water Cooler, who has firsthand knowledge of the equipment and can ensure prompt delivery. The related Federal Contract Opportunity is Solicitation Number FA301624P0325, which was awarded to an unknown vendor on 2024-09-26 for an unknown amount.

Project/Program Name: Urgent JBSA LAK Bldg. 6582 Heat Exchanger Equipment

This is a one-time urgent requirement to purchase equipment to complete critical repairs of hot water heat exchanger and piping at Building 6582, Basic Military Training (37th Training Wing ) in Joint Base San Antonio (JBSA), Lackland. 502d Contracting Squadron (CONS) intends to award to: WINSTON WATER COOLER LTD located at 4050 BLACK GOLD DR, DALLAS, TX, 75247-6304 USA. WINSTON WATER COOLER LTD (CAGE Code: 5G4R7) is a small business under the NAICS code 333414 - Heating Equipment (except Warm Air Furnaces) Manufacturing.

The 502d Civil Engineering Squadron (502 CES) states it is pertinent to procure the equipment to rapidly repair the hot water heat exchanger and piping at building 6582, Basic Military Training (37th Training Wing) in Joint Base San Antonio (JBSA), Lackland. Building 6582 supports the mission of the 37th Training Wing and it is occupied by 560 military trainees and military training instructors who provide a foundational training for those entering the Department of the Air Force, generating 93% of the enlisted Corps. The existing hot water exchanger was assessed and revealed that the pipes have catastrophically failed, and major leaks have been discovered. The hot water heat exchanger provides clean water for cooking, cleaning and sanitation. Winston Water Cooler has firsthand knowledge of this equipment and can ensure its prompt delivery.

Efforts to obtain competition is the primary goal of the Government; however, due to the urgent nature of this requirement and the needs of 502 CES for the repair of the hot water heat exchanger and piping, competing this requirement is not a viable option. The Government has concluded award to only one source capable of meeting and fulfilling the requirement. The Government intends to solicit, negotiate, and award to Winston Water Cooler (CAGE Code: 5G4R7).

502 CES and 502 CONS regularly maximizes competition in an effort to preclude any Single Source or Brand Name awards;

however, for this particular requirement and situation, competition is not a viable solution without the possibility of causing serious injury to Government personnel and/or mission stoppage for the 37th Training Wing. This is a unique event and careful consideration will be given to the information gained from this experience to determine the best method for preventing competition in the future.
