About this file
This Sole Source Justification (SSJ) document supports a contract for preventative maintenance, repair, and on-site support of Motorola APX Mobile and Portable Radios and Bi-Directional Amplifiers (BDA) at the US Naval Hospital Guam. The Defense Health Agency (DHA) is seeking a five-year contract with Motorola Solutions, Inc. as the sole source provider, with a base period from 15 JUN 2025 - 14 JUN 2026 and four optional one-year extension periods through 14 JUN 2030. The justification is based on Motorola being the Original Equipment Manufacturer (OEM) and the only authorized service provider with the specialized certifications, training, and Underwriters Laboratories (UL) audited repair center in Guam capable of maintaining these intrinsically safe radios. Extensive market research was conducted, including searches through government sources, small business databases, and GSA Advantage, which confirmed no alternative vendors could meet the specific technical requirements.

3. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).
4. Reason for Authority Cited:
Motorola Solutions is the Original Equipment Manufacturer (OEM) and the only responsible source capable of providing the required on-site service and support in Guam at the Motorola Guam Service Center through their Motorola Authorized Maintenance Service Providers network. Market research confirmed that in-house Operation Management staff lack the specialized OEM certifications and training necessary for proper maintenance, repair and calibration of this equipment that meet Motorola’s guidelines. Furthermore, Motorola is the only authorized provider with technicians capable of performing this work on Guam, as the Motorola Guam Service Center is the only Underwriters Laboratories (UL) audited and approved repair center of Motorola radios for Guam/Saipan to ensure that radios are repaired and maintained to an Intrinsically Safe (IS) rating of UL standards. These radios are designed by Motorola and under the UL/IS rating they can be used safely in areas where combustible materials are and not cause an explosion.
5. Market Research:
The program manager utilized subject matter expertise to recommend Motorola Solutions, Inc.
(Motorola), the Original Equipment Manufacturer. Motorola provided a document to certify that while Motorola has an established network of maintenance service providers there is only one such facility in Guam, the Motorola Guam Service Center that is owned by Motorola Solutions, Inc. They also certify that the Motorola Guam Service Center is also the only facility on Guam that is an Underwriter's Laboratories (UL) audited and approved repair center of Motorola radios to ensure radios are rated as Intrinsically Safe (IS). Market research was conducted through the mandatory Government sources such as AbilityOne and UNICOR and no results were found.
Further research into other sources include ECAT, MMC did not return any results. A search through the small business dynamic search under "radio service" returned one (1) result but upon further research, the listed company did not meet the requirements. A search through GSA Advantage for "APX Radio Maintenance Service" returned one result, an inquiry was sent to the company but the Contract Specialist received no response. A Notice of Intent to Sole Source to Motorola Solutions, Inc. was posted on SAM.gov requesting capability statements by 27 MAY 2025. No company submitted a capability statement for the Government's consideration.
