About this file
File Type: Sole Source Justification for simplified acquisition threshold procurement
Requirement and Vendor: The Defense Health Agency Contracting Activity, Healthcare Contracting Division–West is seeking annual preventive maintenance services for Hologic, Inc. laboratory nucleic acid test equipment currently installed at United States Naval Hospital Okinawa. HOLOGIC, INC. is the proposed sole source vendor and original equipment manufacturer. The requirement is a follow-on to existing Contract N6824623P0070 and constitutes a fixed-price procurement funded through Operations and Maintenance appropriations.
Contract Periods and Justification: The base performance period runs from January 15, 2026 through January 14, 2027, with two optional one-year periods extending through January 14, 2029. The government conducted market research in December 2025 across multiple databases including FPDS, AbilityOne, Unicor, DSBS, VA, ECAT, Medical Master Catalog, and GSA Advantage. Only one interested vendor (ATZ Solution, LLC) submitted a general capability statement but confirmed via email on December 12, 2025 that it could not provide trained technicians and OEM parts required for Hologic Panther system maintenance. No additional sources submitted capability statements. The justification cites FAR 13.106-1(b)(1) authority, establishing that only one source is reasonably available due to HOLOGIC, INC.'s exclusive proprietary rights, training authorization requirements, and exclusive licensing agreements. The government determined the anticipated costs will be fair and reasonable based on previously procured commercial parts and services with established historical pricing data; certified cost or pricing data exemption applies per FAR 15.403-1(b)(3).
