About this file
This is a Sole Source Justification (SSJ) document for a simplified acquisition below the simplified acquisition threshold submitted by the Federal Emergency Management Agency (FEMA) in February 2026. The procurement is for a height-adjustable truck body access platform anticipated to be awarded to Safesmart LLC under PR Number WX02286Y2026T. The justification is based on the statutory authority that only one source is reasonably available, as alternative products evaluated did not provide the required combination of height adjustability, platform size, mobility, safety features, and compatibility. Procuring alternate solutions would require significant modifications, introduce additional safety risks, increase maintenance time, and reduce operational efficiency.
Fair and reasonable pricing was determined through market research comparing the proposed price against commercially available catalog pricing and industry-standard access platforms with comparable capabilities and safety features. The contract was awarded on July 23, 2026 under contract number 70FBR126P00000014. As a simplified acquisition below the simplified acquisition threshold, this procurement falls under FAR Part 12 as implemented through FAR Class Deviation 25-21 pursuant to the Revolutionary FAR Overhaul (RFO).
