Section B: Description of the Supplies/Services Required

809 MXSS has a requirement for a one (1) year plus four (4) one (1) year options for five (5) years total service contract for their sPro 60 3D Printer. Service shall include 2 preventative maintenance service visit(s) per year (inclusive of parts required for event), Onsite labor support (including after hours),Spare part replacement coverage (excludes consumables),Unlimited phone and remote technical support, Printer software and firmware updates, Application remote support and will take place at building 205, Hill AFB, Utah.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Original Equipment Manufacturer (OEM) for the sPro 60 3D Printer is 3D Systems. In a letter dated 21 June 2022, 3D Systems stated that they are single source for sales, service, software, and material support. This includes any and all service-related contracts or maintenance agreements on 3D Systems equipment. Factory certified service is required on this equipment to keep the factory warranty effective and to procure factory authorized parts for repair.

Section D: Efforts to Obtain Competition

The government SME contacted 3D Systems in an effort to locate other vendors capable of performing the required services. They were told that 3D Systems are single source for sales, service, software, and material support.

Additionally, a source of sought was posted on SAM.Gov from from 22 Jun 22 to 7 Jul 22 that did not identified any new potential vendors.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government intends to evaluate any opportunities to remove barriers on future requirements. The Government will continue to perform market research to see if any new opportunities allow for competition. Currently the only option for servicing the sPro 3D Printer is to use 3D Systems. The government will need to reengage with 3D Systems for future requirements, to determine if new vendors have been granted access to their distribution and service rights in North America.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
