About this file

This is a Justification for Sole Source document (HQ0100627539) submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department for a simplified acquisition under the Multi-Agency Purchase Schedule through the Small Business Administration.

The government is acquiring maintenance and emergency repair services for Spacesaver Eclipse powered mobile shelving systems at the National Defense University (NDU) Library in Washington, D.C. The sole source contractor is Spacesaver Systems Inc., located at 4833 Rugby Ave., Suite 600, Bethesda, MD 20814 (CAGE Code 5U765), with Point of Contact Serena Sabry, phone (301) 962-9918. The scope covers preventative maintenance and emergency repair services for 111 ranges of Spacesaver shelving distributed across multiple library rooms, including inspection and testing of safety features, electrical wiring, mechanical controls, anti-tip devices, limit switches, safety sweeps, carriage indexing, lubrication of moving parts and chains, and general maintenance and cleaning. Service includes two preventative maintenance calls per year, 24-hour response time for emergency calls during normal business hours (8:30 a.m.–5:30 p.m., Monday–Friday), replacement parts (excluding floor coverings, battery power packs, and safety overrides), and all labor costs. The performance period begins May 17, 2026, with a 12-month base period (May 17, 2026–May 16, 2027) and four one-year option periods through May 16, 2031. Competition is precluded because Spacesaver Corporation specifies that Spacesaver Interiors is the sole authorized and certified service provider for Spacesaver systems in the Washington, D.C. area, product warranties are voided if maintenance is performed by unauthorized parties, and no other vendor can provide proprietary parts or equivalent preventative maintenance agreements for the existing equipment.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

Spacesaver maintenance of 111 units of moveable Spacesaver shelving is required from the Spacesaver authorized area contractor under contract and obligation to the Spacesaver Corporation as the sole servicer of Spacesaver “high density mobible storage systems” in the Washington, D.C. area. Spacesaver Corporation specifies that Spacesaver Interiors is the only Spacesaver authorized installation and service technicians in the Washington, D.C. area that are certified to install, service, move or add on to any new or existing Spacesaver system in order to maintain its warranty and the availability of parts. No other company or party is authorized, trained, or certified to conduct Spacesaver work in the Washington, D.C.

area. The warranty of Spacesaver manufactured shelving (and moving parts, motors, and electronic parts and consoles) is voided if work is done by others and no other company is allowed to purchase replacement or upgrade parts for

Spacesaver systems.

Market research was conducted on the Internet, trade publications were accessed, and discussions took place with subject matter experts (Special Collections Librarian). All known sources and points of contact within the library high density shelving market were canvassed for names of firms that are potentially qualified for the tasks outlined in the description section of this document.

Based on market research, it has been determined that the vendors canvassed cannot offer a Preventive

Maintenance Agreement same or similar to Spacesaver. Spacesaver is the only vendor that provides the service technicians and proprietary parts appropriate for the existing shelving units installed in the NDU Library.
