About this file

This document is a Single Source Justification (SSJ) for a Simplified Acquisition by the 22d Contracting Squadron at McConnell Air Force Base. The procurement involves a Skydio 3D Scan License for X10 Add-On software, specifically for the Skydio X10D drones already purchased by the base. The justification cites the need to comply with an Air Mobility Command mandate for aircraft inspections, and emphasizes that this is the only compatible software for their existing drone system.

The document outlines a sole-source procurement from Skydio Inc., citing the proprietary nature of the software and its exclusive compatibility with the previously purchased Skydio X10D drones. The contracting officer determined that under FAR 13.106-1(b)(1), only one source is reasonably available. The purchase request number is F2Z00C5119A001, with the procurement intended to be awarded by 16 June 2025. The government plans to conduct future market research to potentially identify alternative sources, but for this specific requirement, Skydio Inc. is the sole vendor.

Single Source Justification (Simplified Acquisition)

CUI

20 Apr 2017 CUI Page 1 of 1

Section A: General Contract Information

Contracting Activity: 22d Contracting Squadron

Project/Program Name: Skydio 3D scan software

Purchase Request/Identification Number: F2Z00C5119A001

Estimated Contract Cost (including Options): $

Section B: Description of the Supplies/Services Required

The 22nd ARW/XPX Detachment-S requires one Skydio 3D Scan License for use at McConnell AFB to conduct aircraft inspections to further comply with the mandate by AMC/CC. The purchase will include the Skydio 3D Scan License for X10 Add-On for the life of the drone.

Section C: Justification for Soliciting from a Single Source or Brand Name

McConnell AFB has already purchased three Skydio X10D drones which included a brand-name justification to purchase these exact drones. The required Skydio 3D scan license is the only software that is compatible with the Skydio X10D drones as any other software would not pair with the current drones. IAW FAR 13.106-1(b)(1), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

Due to the proprietary nature of the required software, and no other software being compatible with the Skydio X10D drones, it is in the governments best interest to solicit from a single source, Skydio Inc, due to the brand name requirement of the aforementioned software.

Section D: Efforts to Obtain Competition

Each iteration of this type of purchase we are required to validate the marketplace and ensure that there are no other products or contractors emerging in the market. However, due to the brand name requirement for software on previously purchased Skydio X10D drones, it is in the governments best interest to procure this requirement from a single source, Skydio Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, additional market research will be conducted to determine if there are any additional companies capable of fulfilling this requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
