About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of Reusable Energy Absorbing Layer (REAL) and Reusable Universal Skid Board (RUSB) items.
The Air Force is seeking to award a sole source firm fixed price order to Quality Research, Development & Consulting, Inc., a women-owned small business, for these REAL and RUSB products. The REAL and RUSB items are the only ones tested and approved by the Air Force for use in airdrops of UAT containers, providing increased durability, adaptability, and faster CDS bundle staging compared to traditional wooden skidboards. The total estimated value is under the Simplified Acquisition Threshold. Efforts to obtain competition were unsuccessful, as there are no comparable approved competitor products. The Air Force plans to post a Request for Information on SAM and seek recommendations for additional products to test and approve for future procurements to improve competition.

Single Source Justification (Simplified Acquisition)
Unclassified Controlled Information

Section A: General Contract Information
Contracting Activity: 700 CONS
Project/Program Name: Reusable Skidboards
Purchase Request/Identification Number: F3N0614127AW02
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
REAL (Reusable Energy Absorbing Layer) & RUSB (Reusable Universal Skid Board) are items that can be utilized as a substitute replacement for the current wooden skidboards used for airdrops.
Section C: Justification for Soliciting from a Single Source or Brand Name
QRDC, INC. is the sole source of this system. REAL/RUSB has been tested and is the only system that the USAF has tested and approved for airdrops of USAF UAT container as covered in USAF 24-003 granting an exception to publication TO 13C7-1-11.
Current wooden skidboards have a tendency to last from 1-10 airdrops and cannot be brought to other countries based on War Reserve Material (WRM) issues. REAL/RUSB have a longer durability (environmentally resistant, no degradation in water or moisture conditions) lasting from 35 to 100 (or more) airdrops without degradation (based on historical data on elastomeric isolators deployed in 2022 and has been used in multiple Air force bases and can be utilized with traditional Energy Dissipating Material (EDM) (honeycomb) if needed. REAL reusable rubber EDM can be stored and transported flat, reducing storage and transportation requirements by ~99%( based on test usage).
Price per Container Delivery System (CDS) unit for REAL and RUSB are discounted in the first 6 months (Apr 2024-Oct 2024) from the issuance of an Unilateral Aircrew Training (UAT). REAL/RUSB are produced with rubber and other composite materials eliminating the WRM requirement for importing to other countries and making it deployable internationally. REAL/RUSB does not require maintenance by rigging personnel, its designed is adaptable to accommodate all dimensions ( rounded to 6"), and the average time to stage a CDS bundle is about 7-8 minutes compare to traditional skidboard assembly time of about 20 minutes. This improves mission readiness and save labor and government funds.
Section D: Efforts to Obtain Competition
Completed market research but unable to find comparable approved competitor with tested and approved airdrop items.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Unrestricted/full and open competition of these products will be difficult to procure due to tested and approved product list. A post on Request for Information post on SAM could be done. Additionally, Recommendation from different sources to be tested for approval will done for future procurements.
