About this file
This Sole Source Justification (SSJ) document details FEMA's intent to procure Manpack Radios from L3Harris Technologies, Inc. on a sole source basis. The requirement includes four AN/PRC-117G(V)1(C) and eight AN/PRC-160(V)1 radios, with accessories and warranties, valued at an unspecified amount above the $250,000 simplified acquisition threshold. The radios must meet specific tactical specifications, including MIL-STD-810G standards, NSA crypto-modernization security standards, 4G Automatic Link Establishment waveforms, and weight/dimension constraints (not exceeding 10.5 pounds, 9.5" depth, 9" height, 3.5" width).
L3Harris Technologies is justified as the sole source because they are the exclusive proprietary owner of these specific manpack radio models, with no authorized resellers. The radios are unique in providing Beyond-Line-Of-Sight communications, meeting specific frequency ranges (512-2000 MHz), supporting VHF, UHF, SATCOM, Mobile User Objective System (MUOS), and Adaptive Networking Wideband Waveform (ANW2). FEMA published a notice of intent to sole source on SAM.gov on August 13, 2025, and verified the sole source nature on August 11, 2025, through a signed proprietary letter from L3Harris. The procurement is planned for August 15, 2025, using simplified acquisition procedures under FAR 13.5.

Date: August 15, 2025 PR Number:
This sole source justification is provided in accordance with FAR 13.5 Simplified Procedures for
Certain Commercial Products and Commercial Services and specifically under FAR 13.501
Special Documentation Requirements, where acquisitions conducted under Simplified
Acquisition Procedures are exempt from the requirements of FAR Part 6 but still require a justification using the format of FAR 6.104-1 (FAR Class Deviation 25-11). As provided under
FAR 13.501, this justification is modified to reflect that the procedures under FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901 – Simplified Acquisition Procedures.
1. Agency and Contracting Activity. Identification of the agency and the contracting activity, and specific identification of the document as a “sole source justification.”
The Department of Homeland Security (DHS), Federal Emergency Management Agency
(FEMA), Office of National Continuity Programs (ONCP), intends to execute a new award to L3Harris Technologies, Inc. on a sole source basis.
2. Nature and/or description of the action being approved.
This is a Commercial Off-The-Shelf (COTS) sole source action to procure at a Firm
Fixed Priced to L3Harris Technologies, Inc., 1680 University Avenue, Rochester, NY
14610 using simplified acquisition procedures without seeking competition for Manpack
Radio consisting of AN/PRC-160(V)1 and AN/PRC-117G(V)1(C) including accessories;
and any applicable warranties for proprietary products. This action is being taken pursuant to FAR 13.501. L3Harris Technologies, Inc is the only company that provides the required items to support the agency needs.
3. Description of Supplies/Services. Describe the supplies or services to be acquired.
Provide the estimated total value (including options, if any).
The requirement includes Manpack Radios consisting of four (4) AN/PRC-117G(V)l (C)s and eight (8) AN/PRC-160(V)ls, accessories, and any applicable warranties. These radios must be built to tactical specifications meeting MIL-STD-810G standards, meet all
National Security Agency (NSA) crypto-modernization security standards, capable of operating on the 4G Automatic Link Establishment (ALE) waveforms, as well as capable of providing High Frequency (HF), and Very High Frequency (VHF) support. In addition, the radio must meet space constraint requirements in our current environment.
The radio must not weigh more than 10.5 pounds, nor exceed the following dimensions:
Depth – 9.5 Inches, Height – 9 Inches, Width 3.5 Inches.
The total estimated price for quantity four (4) AN/PRC-117G(V)l(C)s and quantity eight

4. Identification of the authority.
This action is being taken in accordance with FAR 13.5 Simplified Procedures for
Certain Commercial Products and Commercial Services. As provided under FAR 13.501, this justification is modified to reflect that the procedures under FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901 – Simplified Acquisition Procedures.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
This procurement is sole sourced to L3Harris Technology, Inc. because the vendor is the sole proprietary owner of the manpack radios, AN/PRC-160(V)1s and AN/PRC-
117G(V)1(C)s and have not authorized any resellers. Therefore, FEMA intends to award a delivery order pursuant to FAR 13.501, restricting consideration to only one responsible source and no other supplies or services will satisfy agency requirements since the
AN/PRC-160(V)1 is the market’s only standalone solution for Beyond-Line-Of-Sight communications in the absence of satellite. In addition, this wideband system is also the only HF manpack meeting all NSA crypto-modernization standards. The AN/PRC-
160(V) is also the only 4G ALE system that combines the level of security, data performance, and combined HF/VHF capability in a small light-weight portable design where space, mobility and protection of system function is a priority. These unique features are required in order to fulfill communications requirements. Similarly, the
L3Harris AN/PRC-117G(V)1(C)s is the only product available that covers a required frequency range (512-2000)MHz that covers VHF, UHF, and SATCOM as well as support for Mobile User Objective System (MUOS) and Adaptive Networking Wideband
Waveform (ANW2).
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.
As required by FAR Subpart 5.2, a notice of the intent to sole source the manpack radios to L3Harris Technologies, Inc was published on SAM.gov on August 13, 2025.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine that anticipated prices will be fair and reasonable in comparison to either the Independent Government Estimate or catalog/public pricing list. The L3Harris AN/PRC-160(V)1 and AN/PRC-117G(V)1(C) is the only product available that covers a required frequency range (512-2000)MHz that covers VHF, UHF, and SATCOM as well as support for Mobile User Objective System (MUOS) and
Adaptive Networking Wideband Waveform (ANW2). In addition, the L3Harris
AN/PRC-117G(V)1(C) radio has a vast historical procurement and embedded footprint within the Federal Emergency Management Agency (FEMA), Office of National
Continuity Programs (ONCP) environment. Replacing the AN/PRC-117G(V)1(C) would result in incurring additional costs to update/alter current infrastructure suited for the
Sole Source Justification (SSJ) for Procurement for Certain Commercial Products and Commercial Services exceeding the Simplified Acquisition Threshold (> $250,000) pursuant to FAR Subpart 13.5, including Brand Name
SSJ No.: 3 installation of the existing radio, in addition to training and support costs associated with alternative systems.
8. Description of market research.
Potential products have been reviewed from multiple sources. Current research indicates no other specific model within the specific manufacturers catalog, nor alternative manufacturers have the specific unique characteristics that meet the requirement.
Products from Codan, Barrett as well as additional models available from L3Harris have been rigorously reviewed by internal and external communications specialists for the potential of meeting mission requirements.
9. Any other facts supporting the justification.
Verification of the sole source nature of the requirement was determined on August 11, 2025. L3Harris Technologies, Inc. provided a signed sole proprietary letter stating that
L3Harris Technologies, Inc. is the sole provided to the Manpack Radios, AN/PRC-
160(V)1s and AN/PRC-117G(V)1(C)s, and there are no authorized resellers.
10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.
None.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies or services required.
There is no other item that can satisfy agency requirements. Replacing the AN/PRC-
160(V)1 and AN/PRC-117G(V)1(C) would result in incurring additional costs to update/alter current infrastructure suited for the installation of the existing radio, in addition to training and support costs associated with alternative systems.
12. DHS/FEMA intends to post the requirement pursuant to FAR 13.501(a)(1)(iv) and
5.102(a)(6).
13. Technical/Requirements Personnel Certification. I certify this requirement meets the
Government’s minimum need and that the supporting data, which forms a basis for this justification, is complete and accurate.
