About this file
This is a Sole Source Justification (SSJ) document for a FEMA lodging services procurement in Bethel, Alaska. The Department of Homeland Security and FEMA intend to procure critical lodging services for disaster response personnel following the Typhoon Halong flooding, with an anticipated cost of approximately $146k for the base period. The procurement is justified as a sole source due to limited vendor availability and unique circumstances, specifically that other lodging options like government facilities and base-camp structures have been exhausted. The selected vendor is uniquely qualified to provide immediately available, safe, and secure facilities that meet FEMA's requirements. The pricing will be determined fair and reasonable through market research, comparing proposed pricing to historical rates, and conducting a past performance analysis to ensure value for money and alignment with FEMA's lodging standards.
