About this file

This document is a Single Source Justification (Simplified Acquisition) for AFMC AFSC/PZIMB's SIMAF Power project. The contract requires a Modular Power Distribution Unit service for four (4) Symmetra PX UPS 10kVA 40 and/or PDU, to be installed and maintained by Schneider Electric Certified Service Sales Partner CM Buck & Associates Inc., the only authorized vendor in Ohio. The 3-year Ultra Service Agreement covers remedial repairs and one annual preventative maintenance visit, with a comprehensive inspection of the UPS and/or PDU system.

The service is for battery backup systems originally installed during the building 802 Construction project in 2012. Market research confirmed CM Buck & Associates as the sole source, with SWX estimating replacement costs around $3.0M. The government received a sole source letter from Schneider Electric dated 14 August 2025, stating CM Buck & Associates is a Certified Service Sales Partner and the only authorized vendor in Ohio. The contract is deemed a single source and is considered reasonably available, with the Contracting Officer (Anthony Dollard) signing the document on 04-Sep-2025.
