April 2021 Page 1 of 2April 2021 Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFSC/PZIMA

Project/Program Name: AMFF Ventilation Damper Removal

Purchase Request / Local ID Number: PR TBD/FDB# 72758

Estimated Contract Cost (including Options): $62,640.00

Section B: Description of the Supplies/Services Required

The Contractor shall provide all labor, parts, materials, tools, equipment and travel necessary to inspect, remove, and repair the Advance Metal Finishing Facility (AMFF) process ventilation dampers from plating lines 1 - 8, for the 402nd Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), Georgia.

(See Performance Work Statement for full details)

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a sole source commercial requirement.

The ventilation system is an intricate part to the anodizing and plating processes. It is a system that most often goes unseen. However, when it comes to worker safety and health the operation of this system is critical. The overall functionality is to pull the vapors or mist from the chemical tanks into the duct work to acid scrubbers for removal.

Without a functioning ventilation system in the plating facility, the workers' health is compromised. The vapors can cause sickness, illness, cancer, or even death. If the ventilation system begins to under perform, Bio-Environmental can shut the line down. Approximately 45% of AMFF production would be affected. Since, this equipment was manufactured and installed by the OEM and they do not allow any other company to perform maintenance on their system (see OEM email).

OEM:

Vanegas Enterprises, Inc Vanaire (a division of Vanegas Enterprises, Inc) Address: 10151 Bunsen Way, Louisville, KY. 40299 Point of Contact: Kurt Jones Email: kjvanaire@aol.com Phone Number: 828-429-4229 Cage Code: 1RZE9 Type Business: Large

No previous history on this type of repair but an AMFF ventilation inspection was completed under FA8571-21-P-0083.

Section D: Efforts to Obtain Competition

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM).Gov databases using North American Industry Classification System (NAICS) Code (238220), (Air Conditioning and Air

Circulation Equipment) and keyword(s) (ventilation) looking for companies that could provide this requirement. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this service. This query resulted in 266 small businesses (see attached DSBS Query) but none are capable due to Vanegas Enterprises, Inc being the OEM and not authoring any other vendor to repair their systems. In addition, GSA was also queried for any source that could provide the AMFF ventilation repair. No GSA schedules apply for this service. No mandatory sources such as Ability One were considered but did not meet this requirements.

Recommendation to award as a sole source requirement to Vanegas Enterprises, Inc.

Primary NAICS: 238220, Refrigeration, Air Conditioning and Air Circulation Equipment

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Provide a statement of actions to be taken by the requiring activity to preclude the necessity for future sole source or brand name acquisitions of the same supplies/services (e.g., conducting a market survey to determine potential future sources).

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
