About this file

This document is a Single Source Justification (Simplified Acquisition) for the purchase of 4 shape charges for a Spin Chute System (SCH) by the 416th Flight Test Squadron. The Air Force Test Center/Directorate of Contracting (AFTC/PZZG) intends to issue a sole source contract to Rockwell Collins Inc. for the shape charges under the authority of FAR 13.106-1(b)(1)(i) since Rockwell Collins is the only responsible source capable of meeting the mission requirements and specifications. The shape charges are required for High Angle of Attack (HAoA) testing, which is a core capability for determining aircraft controllability. Without the shape charges, aircrew cannot be qualified to safely execute HAoA testing. Rockwell Collins has been identified as an efficient and reliable provider for these unique supplies. A Notice of Contract Action will be posted on SAM.gov to outline the justification for the single source acquisition, followed by an RFQ sent to Rockwell Collins.

Section C: Justification for Soliciting from a Single Source or Brand Name

This acquisition is conducted under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.

The 416th Flight Test Squadron requires 4 shape charges for a Spin Chute System (SCH) for High angle of attack (HAoA) testing. HAoA testing is a TW core capability to determine aircraft controllability for different loading configurations and flight control software. TW pilots must maintain their qualifications in order to perform such tests. Without shape charges, aircrew cannot get qualified to safely execute HAoA testing. Additionally, HAoA testing is mandatory to assess aircraft attributes and are regularly executed on new and legacy aircraft such as F-35s, T-7s and F-16s. An SCH is required to train flight test and discipline engineers to properly and safely execute HAoA testing and analyze resulting flight test data

Rockwell Collins Inc has been identified as the only plausible source and has also been identified as an efficient and reliable provider for these supplies. Rockwell Collins Inc. currently holds the ability to meet imperative mission schedules and most importantly, mission requirements and specifications for the unique characteristics of shape chargers. During the Market Research several vendors were contacted, all of which stated they are not capable to fulfill the requirement; Perfconnect claimed they are not able to manufacture linear charges. Collins Propulsion did not have any available inventory for the specific part number and does not sell the item in low quantities (i.e, 4) and do not currently have any authorized resellers or disturbers of the needed shape charges. Accurate Energetic Systems LLC, stated they are not able to provide the whole systems and recommended to contact Rockwell Collins Inc. As a result, a Notice of Contract Action will be posted to SAM.gov to outline the justifications for this single source acquisition, followed by an RFQ letter sent to Rockwell Collins Inc.

Section D: Efforts to Obtain Competition

Market Research was conducted by searching the Internet and Government bases such as GSA for shape charges, contacting previous manufactures of similar equipment, and contacting Engineers and Technicians who are SMEs with similar and same type of equipment. The 416th, LM AERO Ft Worth, and program office combined have contacted and
