1. Nature and/or description of the item/service being procured and anticipated cost:
This request is to procure booth space and participation at a department-wide League of United Latin American Citizens Annual Conference scheduled for June 26-29, 2024. The Department is coordinating partipcation for five (5) Components/Offices to attend the event.
The total cost for the event is $15,000.00.

As outlined in the Secretary’s priorities for 2024, to recruit, hire and retain a world-class, diverse workforce to create an inclusive, representative and trusted department, OCHCO, STRIDE is coordinating a department-wide recruiting presence at this event.
Sole source justification for attendance at the League of United Latin Citizens (LULAC) annual conference can be provided on the basis that LULAC is the oldest and largest Hispanic civil rights organization in the United States. As a result, attendance at their annual conference provides a unique opportunity for recruitment and outreach, networking, learning about current issues facing the Latino community, and developing strategies to address these issues.
Moreover, attending the LULAC annual conference is essential for gaining insight into the most effective ways to advocate for the interests of the Latino community, promote equality, and fight discrimination. LULAC has a proven track record of success in advancing the interests of Hispanic Americans, and their annual conference provides a forum for exchanging ideas and best practices for achieving these goals.
Sole Source Justification for Simplified Acquisitions (over the micro-purchase threshold and up to the SAT)
Furthermore, the conference provides DHS with an opportunity to engage and recruit members of the Hispanic community. Additionally, provide access to key decision-makers, policymakers, and community leaders, who can provide invaluable insights into the latest trends, strategies, and initiatives in the Hispanic community. This makes attendance at the LULAC annual conference an important investment in meeting the Secretaries goal to recruit, hire and retain a world-class, diverse workforce.
In summary, attending the LULAC annual conference is an essential investment for individuals and organizations seeking to advance the interests of the Hispanic community, develop new strategies for advocacy, build professional networks that can support these efforts, and recruit, hire, and retain a world-class, diverse workforce. Therefore, based on the unique opportunities that the LULAC conference provides, a sole source justification for attendance at this event is warranted.
The cost for partipcation exceeds the purchase card limit due to the number of participating components/offices and is not based on exorbitant fees. The cost to attend this event is $3,000.00 per participating entity (we have 5). The exhibitor cost for participating in this event is slightly higher, but still comparable to like in-person events which range between $1400 - $2800 per participating entity.
3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):

The cost for the event is comparable to other events focused on the Hispanic Community. Due to the overwhelming support of the Components/Offices which will need a booth to attend, our costs exceed the purchase card threshold.
