About this file
This document is a Single Source Justification (Simplified Acquisition) for the calibration and maintenance of the RT3 runway friction test equipment, which is government property and manufactured by Halliday Technologies, Inc. The contract is estimated to cost $12,000. Halliday Technologies is the only vendor that can provide these services, as they design, manufacture, and service the RT3 equipment, and the training to certify another vendor would take over six months. Market research found no other vendors capable of providing the required services. The contracting officer has determined that Halliday Technologies is the only reasonably available source for this requirement. When replacement of the RT3 equipment becomes necessary, the agency plans to procure friction testing equipment that can be serviced by multiple sources to avoid future single-source situations.

Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 673 CONS/PKB
Project/Program Name: Calibration and Maintenance of the RT3
Purchase Request / Local ID Number: F1W1G24177AW01
Estimated Contract Cost (including Options): $12,000.00
Section B: Description of the Supplies/Services Required
The RT3 runway friction test equipment is a product of Halliday Technologies, Inc. and has been government property for several years. The RT3 requires annual pre-winter calibration and maintenance certifying the unit is ready for use. Halliday Technologies conducts the calibration and maintenance between August 1 and October 15 in coordination with the 3 OSS.
Section C: Justification for Soliciting from a Single Source or Brand Name
Halliday Technologies (HTI) designs, manufactures, sells, installs, calibrates, and repairs the RT3 Flight. Halliday Technologies does not outsource their calibration/repair services as the training to certify a technician to perform these services would take over six months. To replace the units for the purpose of fostering competition for these services moving forward, the Government would need to acquire new friction testing equipment, rendering $120,000.00 worth of currently owned equipment inoperable.
Section D: Efforts to Obtain Competition
Searches in GSA returned no results for companies that offer these services for the Halliday Technologies RT3 Flight model.
Three searches were conducted in DSBS for the most common NAICS used on prior contracts, five small businesses were found within the NAICS 334519, but none of them belong to any of the differing socioeconomic categories. Furthermore, of the five small businesses only Halliday Technologies Inc's capability narrative stated runway friction testing equipment, and the other four vendors only mentioned runway lighting. In the third search the key term was changed to "Friction Testing" which took the small businesses found from five to one, Halliday Technologies. A search in FPDS using the terms "RT3" and "Dept of the Air Force" returned 25 results of prior contract actions, with 18 of those contract actions being given to Halliday Technologies. None of the seven remaining contract actions were for calibration/repair of the RT3 Flight Model. There are a total of 14 contracts (mods not counted) awarded to Halliday for RT3 related supplies and services, with 13 of those contracts being set aside as a sole source requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
When replacement of the RT3 Flight model becomes necessary, market research will be focused towards procuring friction testing equipment that can be serviced by more that one source. The J&A will be posted to SAM affording the opportunity for any potential vendors that did not look to meet the capability to perform this service to respond.
