About this file
This is a Sole Source Justification for Acquisition Under the Simplified Acquisition Threshold submitted by the Department of the Interior (DOI), United States Survey (USGS), California Water Science Center (CWSC).
The CWSC intends to procure a nodal seismic data acquisition system and supporting equipment on a sole source basis from SmartSolo, distributed in the U.S. by R.T. Clark (PO Box 20957, Oklahoma City, OK 73156). The estimated dollar value is $39,843.05, and this will be a new, firm, fixed price purchase order. The nodal seismic sensors must be fully autonomous, stand-alone, and self-contained with a 3-axis seismic sensor operating between 1 and 5Hz, internal GPS and clock system, internal battery, and internal data acquisition system. The nodes must be fully waterproof, operate in temperatures below 0°C and above 50°C, and be controlled via wireless handheld device. Batteries must sustain at least 30 days of continuous recording at 200Hz, with internal memory supporting at least 128GB of data. The system must include shipping containers for transportation, portable data extraction and charging systems for remote field sites, and must be identical to or fully compatible with the existing SmartSolo IGU-16 sensor pool at the Geology, Geophysics, and Geochemistry Science Center.
The sole source justification cites the requirement for full integration and compatibility with existing government-purchased SmartSolo equipment currently in operation. Market research identified four potential sources, but all were determined incompatible with technical requirements. The justification notes this is a one-time requirement with no planned future acquisitions unless the nodal pool expands, at which point market research will be conducted and future requirements will be competed to the maximum extent practicable. The contracting officer will certify that the anticipated cost is fair and reasonable based on market research and prior purchases.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD
1. Contracting Agency and Activity. The Department of the Interior (DOI), United States Survey (USGS), California Water Science Center (CWSC) plans to contract on a sole source basis. This document sets forth the justification and approval as required by RFO FAR 12.102(a).
2. Nature of Action Being Approved.
New, firm, fixed price purchase order of nodal seismic data acquisition system and supporting equipment.
Suggested Source:
SmartSolo Distributed in the U.S. by R.T. Clark PO Box 20957, Oklahoma City, OK 73156 USA Telephone: +1-405-751-9696 Email: rtclark@rtclark.com Web Site: www.rtclark.com
3. Description of Supplies or Services.
The nodal seismic sensors must be fully autonomous, stand-alone, and self-contained.
They must have a 3-axis seismic sensor operating between 1 and 5Hz, an internal GPS and clock system, internal battery, internal data acquisition system, and no external wiring or support system (except for the required ability to connect to external batteries for long-term deployments).
The nodes must be fully waterproof and operate at <0°C and >50°C. The nodes must be controlled from a wireless, handheld device. The sensor’s battery must be easily accessible for quick removal and replacement by the user in field conditions.
The nodes must collect continuous and long-term data. High capacity batteries must last at least 30 days at continuous recording at 200Hz. The node must also be able to connect to external batteries to increase capacity. Internal memory must support at least 128GB of data collected.
The system must be efficient to transport and deploy. Shipping crates or containers for easy transportation must be provided. A portable data extraction and charging system must operate at non-local and/or remote field sites.
The system must fully integrate with existing government purchased hardware. The system must be identical to or fully software- and hardware- compatible with the SmartSolo nodal seismic sensor array in operation at the Geology, Geophysics, and Geochemistry Science Center.
4. Estimated Dollar Value.
$39,843.05
