About this file
This is a Single Source Justification (Simplified Acquisition) document for critical chiller repairs at Building 1068, Joint Base San Antonio (JBSA) Randolph. The 502d Contracting Squadron intends to award to Daikin Applied Americas Inc. (CAGE: 3A3W3) for removal and installation of cooling solenoid and IGV drive for Chiller #1 and #2 Compressors.
The justification explains that Daikin is the only viable source due to their proprietary software and factory-trained technicians. The building houses 262 military/civilian members plus hundreds of daily customers, and one of two mag lift compressors has catastrophically failed. A notice of sole source was posted on SAM.GOV from November 25-December 2, 2024, with no responses received. The document is dated December 4, 2024 and includes approvals from TSgt Kevin Leung and Lauren Macias (GS14, Flight Chief). The contractor is classified as other than small business under NAICS 238220 (Plumbing, Heating, and Air Conditioning Contractors).

Contracting Activity: 502 CONS/JBKAA
Project/Program Name: Randolph Building 1068 Chiller Repair
This is a one-time requirement to complete critical removal and installation of cooling solenoid and IGV drive for Chiller #1 Compressor and Chiller #2 Compressor at Building 1068, Army and Air Force Exchange Service, Joint Base San Antonio (JBSA), Randolph. 502d Contracting Squadron (CONS) intends to award to: DAIKEN APPLIED AMERICAS INC located at 13600 Industrial Park Blvd, Minneapolis, Minnesota 55441-3743. DAIKEN APPLIED AMERICAS INC (Cage Code: 3A3W3) is an other than small business under the NAICS code 238220, Plumbing, Heating, and Air Conditioning Contractors.
The 502d Civil Engineering Squadron (502 CES) states it is pertinent to remove and install the cooling solenoid and IGV drive for Chiller #1 Compressor and Chiller #2 Compressor at Building 1068, Army and Air Force Exchange Service, Joint Base San Antonio (JBSA), Randolph. Building 1068 is occupied by more than 262 military and civilian members, plus hundreds of daily customers. Currently Chiller #1 and Chiller #2 serving the facility has had 1 of 2 mag lift compressors catastrophically fail and the current state will critically impact individuals with insufficient A/C. Daikin has firsthand knowledge of this equipment/proprietary software and is the only local company that has factory trained and certified technicians to remove and install cooling solenoids and IGV drives for the chillers.
Efforts to obtain competition is the primary goal of the Government. A notice to sole source was posted to SAM.GOV from 25 November 2024 to 02 December 2024 with zero responses. The Government has concluded award to only one source capable of meeting and fulfilling the requirement. The Government intends to solicit, and award to DAIKIN APPLIED AMERICAS INC (CAGE Code: 3A3W3).
502 CES and 502 CONS regularly maximizes competition in an effort to preclude any Single Source or Brand Name awards; however, for this particular requirement and situation, competition is not a viable solution without the possibility of causing serious injury to Government personnel and/or mission stoppage for Air Force Basic Military Training. This is a unique event and careful consideration will be given to the information gained from this experience to determine the best method for preventing competition in the future.
