About this file

This is a Justification for Sole Source Procurement document for Purchase Request A031377 under simplified procedures (Micro-Purchase Threshold to Small Purchase Approval).

The Center for Security Forces (CENSECFOR) is procuring two new marine diesel propulsion engines with Centra Torsional Couplings customized for installation on 11-meter Naval Special Warfare (NSW) Rigid Inflatable Boats (RIBs). The original manufacturer is Puckett Machinery Company (CAGE Code 1JX26), and the engines are customized versions of the Caterpillar 3126 7.2L Inline-6 medium duty diesel engine. The engines must be fully configured, tested, preserved, and delivered ready for installation into existing high-speed marine waterjet propulsion systems. Minimum configuration requirements include a customized engine junction box and wiring harness, customized engine mounts, manual engine shut-off mechanism, customized bracket and hoses for the FLOC system, fuel filter arrangement and hoses, 100-amp alternator, water drain valve, hoses for marine gear oil cooler, customized bracket for marine gear FLOC system, engine noise filter, pressure test cooling system, four-hour dyno testing with reporting, engine preservation using VCI oil per SEHS9031, custom-built shipping stand with shrink wrap, hydraulic pump, engine isolation mounts, sea trials, and Centra Torsional Coupling.

The justification for sole source is based on compatibility requirements with existing NSW 11M RIB systems and direct replacement necessity. The Caterpillar 3126 engine is the baseline propulsion engine integrated into the NSW 11M RIB fleet, and replacement engines must integrate into existing propulsion architecture including vessel structural interfaces, electrical systems, fuel systems, cooling systems, instrumentation, torsional vibration management, driveline alignment, and waterjet propulsion equipment. Accepting alternate engines would require engineering redesign, structural compatibility assessments, torsional vibration analysis, engine mounting modification, electrical system redesign, additional testing and sea trials, technical documentation revision, operator training, and expanded logistics support—resulting in substantial additional costs, schedule delays, and operational risk. Puckett Machinery Company is the sole manufacturer of the customized Caterpillar 3126 engine for this application, with all customizations integrated into the engine itself and pre-assembled.
