About this file
This document is a Sole Source Justification (SSJ) for the Department of Veterans Affairs (VA) to procure three Steris V-Pro Max 2 Sterilizers for the Cincinnati VA Medical Center. The procurement is valued under the Simplified Acquisition Threshold of $7.5M under FAR 13.5, with an estimated delivery date of 9/8/2025. The VA needs to replace existing end-of-life sterilization equipment to ensure medical instruments are readily available for Veterans surgeries, specifically requiring low-temperature sterilization devices compatible with heat and moisture-sensitive medical equipment.
The justification highlights that Steris V-Pro Max 2 is the only equipment providing the required functionality, with supporting rationale including elimination of retraining needs, maintaining current Standard Operating Procedures, and avoiding potential work stoppages. Market research confirmed two Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors: DME, LLC and Beacon Point Associates, LLC. The VA will post a small business set-aside Request for Quote (RFQ) on the Government Point of Entry (SAM), with an open market approach. The solicitation indicates the procurement will include trade-in of old sterilizers, installation, disposal, and first-year service for the new equipment.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Attachment 1: Request for Sole Source Justification Template >SAT-$7.5M under FAR13.5

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The requested V-Pro Max 2 enhances day-to-day operating room needs as it allows for use in the terminal sterilization of medical devices. These devices include cameras, telescopes, batteries, laryngoscope blades, and hospital-manufactured 3D printed medical equipment. The current VPRO sterilizers are at end of life. It’s imperative to replace the current equipment to prevent additional costly repairs and potential work stoppage. . The acquisition of the V-PRO Max 2 eliminates the need to redo all Standard Operating Procedures that have V-Pro compatible items listed for sterilization and eliminates the need to retrain staff. A maintenance agreement is in place for current Steris Sterilizers 36C25025P1343. Accordingly, OEM is the only firm capable of providing the supplies and services described in Section III above without the facility experiencing unacceptable delays in fulfilling its requirements. The need for this equipment constitutes a proprietary sole/limited source situation and to attempt to substitute any other brand would increase risk of jeopardizing standard of care, reliability in equipment function, require new training, and cost prohibitive.
Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Steris V-Pro Max 2 units is the only equipment that provides all the functionality required by the VA. Equipment and supporting software are in current use at the VA. No other vendor can provide the required equipment and service. OEM confirms two authorized SDVOSB vendors, DME, LLC, and Beacon Point Associates, LLC, capable of providing successful deployment and completion of required items.

VetCert query by same NAICS with 931 results. FPDS shows multiple procurements for V-Pro Max 2 Sterilizer equipment from OEM and from their authorized resellers.
