About this file
This is a Justification Review Document for a sole source contract award under the Revolutionary FAR Overhaul (RFO) Part 12.102(b). The contracting activity is USPFO-NV, 152 MSG/MSC, seeking to repair, maintain, modernize, and upgrade the 152nd Security Forces Indoor Firing Range located at Nevada Air National Base in Reno, Nevada.
The primary services and supplies required include procurement and installation of twelve Pulsar Target 300 wireless self-propelled target systems (rifle-rated, 19 ft/s maximum speed, +/- 3-inch positional accuracy) with turning, edging, and friend/foe presentation capabilities; one Pulsar Master Control Computer with iPad touchscreen and wireless tablet for individual or synchronized lane control; a dimmable lighting system with master and local controllers providing 0-100% illumination and silhouette lighting scenarios; and roof coating for approximately 6,000 square feet using elastomeric layer and urethane with fabric seams. Additional work includes HVAC system maintenance to ensure negative pressure, electrical system repairs, PA system repairs, bullet trap maintenance, and target retrieval system upgrades. The contractor must perform complete installation, system testing per MILO Live specifications, operational training, and site management including temporary power, restrooms, and utility coordination. The estimated total contract value, including options, is redacted in the document.
The justification identifies SHOOTING RANGE INDUSTRIES LLC (dba MILO Live) as the only responsible source capable of meeting requirements due to their status as the original equipment manufacturer of the existing Modular Containerized Small Arms Training Set (MCSATS), exclusive possession of proprietary technical data and as-built drawings, and exclusive manufacturing of the Pulsar Target 300 system and MILO Live integration specifications. The government conducted market research within the past 18 months through database queries, industry publication review, past contract analysis, and a Sources Sought notice posted on SAM.gov from March 20-27, 2026 (reference W50S8C26SS0002). No competing vendors expressed interest. A Notice of Intent to Award was publicized on SAM.gov from March 20-27, 2026. The contracting officer determined the anticipated cost will be fair and reasonable, with the Pulsar targetry system and integration services qualifying as commercial items exempt from certified cost or pricing data requirements under RFO FAR 15.403-2(b)(3). The Chief of the Contracting Office and Command Advocate for Competition approved the sole source award on March 31, 2026 and an unspecified date, respectively.

Sole Source Justification and Approval Under RFO FAR 12.102(b)
1. Contracting Activity: USPFO-NV, 152 MSG/MSC
2. Description of Action: Repair, provide one-time maintenance, modernize and upgrade the 152nd Security Forces Indoor Firing Range located on the Nevada Air National Base Reno Nevada. The range has twelve firing lanes and related systems that require immediate maintenance including electrical, HVAC, PA systems, bullet traps and the target retrieval system due to no preventive maintenance since inception (SRI proprietary equipment).
3. Description of Supplies/Services: The core of this requirement is the procurement and installation of specific, commercial products and their integration into a fully functional system. The primary components include: twelve (12) Pulsar Target 300 wireless self-propelled target systems. These are rifle-rated, high-speed (19 ft/s) target carriers with +/- 3-inch positional accuracy. They feature turning, edging, and friend/foe presentation capabilities, programmable multi-colored lighting, and an onboard camera viewable at the control tablet. One (1) "PULSAR" Master Control Computer: This central unit, complete with an iPad touchscreen and a wireless tablet, allows a range operator to control all 12 lanes individually or in synchronization from anywhere in the range.
Dimmable Lighting System that has a master controller and six local controllers will be installed to manage lighting scenes across all lanes. This includes full 0-100% illumination, silhouette lighting, and low-light scenarios. Roof coating for approximately 6,000 sq. ft. of the facility's flat roof will be coated with an elastomeric layer and urethane with fabric at the seams to ensure it is environmentally sound. Performance and support requirements: The service supports the repair of a modern, safe, and effective live-fire training environment. The products will be used for conducting varied and advanced shooting courses of fire. Key performance requirements include system functionality of all installed components to include target retrieval, lighting, HVAC, and control systems that must be tested and commissioned to ensure proper and integrated operation according to MILO Live specifications. Environmental and safety requirement for the facility's HVAC system must maintain negative pressure during all hours of operation, with air quality confirmed by a third-party inspection upon project completion.
All waste manifests from disposal must be provided to the Contracting Officer Representative (COR). Installation and site management for the service to include complete installation, system testing, and operational training. The provider is responsible for all site logistics, including access for personnel and equipment, temporary power, restrooms, and coordination with local utility agencies. The estimated total value, including options, is .

5. Reason for Authority Cited: The use of this authority is necessary because only one responsible source, SHOOTING RANGE INDUSTRIES LLC (dba MILO Live), can satisfy the agency's requirements due to their unique qualifications and the unacceptable level of risk any other source would introduce. Original Equipment Manufacturer (OEM) of the existing facility, SRI is the original designer, builder, and installer of the 152nd SFS's current Modular Containerized Small Arms Training Set (MCSATS). As such, they possess exclusive and proprietary technical data, "as-built" drawings, and intimate knowledge of the facility's unique structural, electrical, and HVAC architecture. No other contractor has access to this critical information. The company is also the manufacturer of the specified "Pulsar Target 300" system and the holder of the "MILO Live" integration specifications that are a core performance requirement. This combination of being the OEM for both the existing infrastructure and the new technology to be integrated into it makes SRI / MILO Live the only source capable of performing the work without introducing substantial and unacceptable risk.
Any attempt by another vendor to integrate the new system would require them to reverse-engineer the existing proprietary facility, which would likely lead to system incompatibility, data communication failures, significant schedule delays, cost overruns, and potential damage to government property. SRI/MILO Live is the only contractor capable of providing the core physical items required for this project because the central requirement relies on proprietary and patented technology exclusively manufactured by them. Specifically, the "Pulsar Target 300" wireless target system and the "PULSAR" Master Control Computer possess a unique combination of essential features which includes wireless charging, a maximum speed of 19 ft/s with +/- 3-inch accuracy, and integrated wireless control that the government has determined are critical for the modernization effort. Extensive market research confirmed that while other companies manufacture target systems, none can meet these specific technical requirements or offer this exact combination of capabilities. Therefore, no alternative items will function in the system. Consequently, even though ancillary materials like roofing and general lighting can be sourced from various vendors, the indispensable technology for this project is exclusively available from MILO Live. Only SRI / MILO Live can guarantee the seamless integration required to meet the Government's critical performance outcomes.
The alternative is to complete the removal of the existing and program for real property to design and construct a new indoor shooting range. The removal and construction project cost estimation as of and would not be available until a proposed estimated timeframe for fiscal year 2031.
6. Efforts to Obtain Competition: A notice of intent to award a sole-source contract was publicized on SAM.gov from 20 March 2026 to 27 March 2026 to engage the industry.
This notice served to inform the industry of the Government's plan and provides any potential sources with an opportunity to identify their interest and capability to respond to the requirement. No official interested vendor was identified on the SAM.gov posting under the "Interested Vendors List". While comprehensive market research has already been conducted, which included database queries and analysis of the highly specialized nature of this requirement, this public notice represents the final step in soliciting offers

from as many potential sources as is practicable. The initial research concluded that only one source, SHOOTING RANGE INDUSTRIES LLC (dba MILO Live), possesses the unique proprietary knowledge of the existing facility required to perform the integration without unacceptable technical risk. Therefore, while a full and open solicitation is not being issued, the publication of the notice of intent ensured procedural compliance and afforded any interested party the opportunity to challenge the sole-source determination by providing evidence of their own capability to meet the Government's stated requirements. If no other viable sources are identified in response to this notice, the Government will proceed with the sole-source award, as this action falls under the authority of RFO FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
7. Actions to Increase Competition: For all future range modernization projects, the Government will attempt not to specify brand-name proprietary systems to allow competition in other acceptable systems. As part of future acquisitions, the Government will seek to obtain, at a minimum, Government Purpose Rights for the technical data related to system interfaces, integration points, and communication protocols. The Government will proactively monitor the live-fire training systems market by engaging with industry through new Requests for Information (RFIs), attending industry days and trade shows, and reviewing industry publications. This ongoing research will ensure the Government remains aware of emerging technologies and new market entrants, preventing requirements from being inadvertently written around a single provider's capabilities and ensuring future solicitations are drafted to maximize competition.
8. Market Research: Comprehensive market research was conducted within the last 18 months, and the information remains current, accurate, and relevant. The research was extensive, involving queries of government databases (SAM, FPDS-NG) under the assigned NAICS codes, review of industry publications, analysis of past government contracts for similar requirements, and direct industry engagement via a Sources Sought notice. The results of this meaningful research revealed a clear distinction in the marketplace: while a robust market with numerous capable small and large businesses exists for the general construction and service components of the project, the core requirement is the highly specialized integration of a proprietary targetry system into a unique, existing facility. The research conclusively determined that the original designer and builder of the facility, Shooting Range Industries (SRI), was acquired by MILO Live, the manufacturer of the specified system. This establishes that only one source possesses the critical, proprietary knowledge of both the existing infrastructure and the new technology. Therefore, the market research concluded that no other qualified sources could be identified that could perform the required integration without introducing unacceptable levels of technical risk and potential for project failure.
9. Interested Sources: To date, no other sources have written to express an interest.
IAW RFO Defense FAR Supplement PGI 206.103-170, a sources sought was posted from 20 March 2026 to 27 March 2026 on SAM under W50S8C26SS0002. No official interested vendor was identified on the SAM.gov posting under the "Interested Vendors List". Award notice will be posted to SAM immediately upon contract execution.
