About this file
This document is a Single Source Justification letter from the Department of the Air Force's Oklahoma City Air Logistics Complex at Tinker Air Force Base. The 76th AMXG is requesting a one-time repair service for twelve (12) Teleplatforms used by the 569th Corrosion Control unit for depainting and painting processes. CTI Systems, the original equipment manufacturer (OEM), has proprietary control system access, and Unified Defense, LLC (Prince Service & Manufacturing) is the sole authorized service provider for troubleshooting, repair, maintenance, and technical support.
The justification is based on the proprietary nature of the equipment, with CTI Systems mandating that Prince Service is the only OEM-trained and authorized service provider. The document notes that formal market research was not performed due to this designation, and the contracting office (OBCA) will continue to seek competitive alternatives for future acquisitions. The single source procurement is justified under FAR 13.106-1(b)(1), with the company identified as a small business located in Byron, Georgia, with a CAGE code of 9F2C4.

• Troubleshooting and Repair. 569th Corrosion Control uses the Teleplatforms to perform depainting and painting processes
2. CTI Systems is the original equipment manufacturer (OEM) and has proprietary access to the control system on this equipment. Access to the control system will allow the OEM to assist with troubleshooting over the phone or to make equipment software changes as needed. Prince Service is the only OEM trained and authorized service provider.

UNIFIED DEFENSE, LLC (Prince Service & Manufacturing) 224 GA Highway 49 S, Byron, Georgia 310008 478-654-5470 Cage 9F2C4 Small Business
4. Prince Service & Manufacturing is the sole authorized provider of service, repair, maintenance, and technical support for CTI Teleplatform systems at Tinker AFB. This designation is mandated by CTI Systems, the Original Equipment Manufacturer (OEM). Consequently, formal market research was not performed.
5. OBCA will continue to perform market research utilizing all platforms available seeking a competitive environment to avoid future single source acquisitions.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
