About this file

This is a Sole-Source Justification document for a federal contract under simplified acquisition procedures for commercial products and services.

The National Park Service (NPS), through the Department of Interior's Office of Acquisition and Property Management, proposes to establish a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Angel Armor for Angel Armor External Vest Systems (EVS) and associated components. The contract (Solicitation No. 140PS126Q0048, PR No. 44050918) will support continuous outfitting requirements for new NPS law enforcement officers entering the NPS Basic Academy, Bridge Academy Program, and other operational NPS units over a five-year ordering period. The estimated IDIQ ceiling is $975,000, with a mandatory minimum guarantee of $500 for the kickoff task order and development of a standardized Simplistic Ordering Form. The EVS must meet specific mandatory requirements including custom-sized load-bearing vest carriers, adjustable bellyband and secure side-overlap systems, integrated quick-release belts, rifle-plate pockets, snap-in rifle-plate systems, air-channel insert compatibility, NIJ-compliant construction, full compatibility with NPS-issued ballistic panels, and compliance with DOI/NPS RM-9 Chapter 29 and the LESES-approved carrier list.

The justification for sole-source procurement is based on NPS RM-9, Chapter 29 policy requirements and the LESES-approved External Vest Carrier list, which identifies only Angel Armor EVS models as approved for NPS law enforcement use. Angel Armor is the only manufacturer meeting mandatory safety, fit, ballistic compatibility, and performance requirements. Market research included review of commercial vest manufacturers, GSA Schedule offerings, UNICOR and AbilityOne sources, past NPS purchases, and a public Notice of Intent posted on SAM.gov (Notice ID DOIPFBO260019) on June 12, 2026. Only one vendor responded to the NOI with general inquiries but submitted no capability statement or technical documentation demonstrating compliance with RM-9 or LESES requirements. The Contracting Officer determined anticipated costs are fair and reasonable based on prior NPS Angel Armor purchases, current commercial catalog data, and market pricing comparisons for similar NIJ-compliant gear, with Task Order level price-reasonableness determinations planned throughout the five-year period.
