SOLE SOURCE JUSTIFICATION
FOR SIMIPLIFIED ACQUISTIONS
To: Cognizant Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION FOR SHIP TO SHIP AND SHIP TO SUBMARINE
FENDERING ENGINEERING SUPPORT
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Services to be procured include engineering analysis and design services in the areas of mechanical, materials, and marine engineering, including development of concept designs, finite element analysis, detailed design, and technical data package development.
The purpose of the effort is to develop unique ship to ship and ship to submarine fendering systems to enhance the US Navy’s capability to conduct support operations for the surface combatant and submarine fleets by enabling several classes of logistics vessels to safely moor alongside ships and submarines to be supported.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S
UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
Fendercare is the sole supplier for 6m pneumatic ship to ship fenders manufactured by Yokohama. They have provided and assembled several sets of these to the US Navy for port operations and use in expeditionary logistics operations. Fendercare designed and fabricated the protective chain and tire nets and specialized lifting beam for these fenders. This effort involves developing improvements to these systems to reduce the weight of the fender system to improve their transportability.
Fendercare’s workforce, materials, and records are uniquely suited to provide the required service.
Designing a modified chain and tire net system requires detailed information and knowledge of the fender’s design and operation in order to perform the engineering design and documentation effort required. As the sole vendor for this type of system, Fendercare possesses the information, knowledge, and expertise required to provide the required service. Another firm is unlikely to be able to obtain the same or equivalent expertise and information in a timely manner to perform the requirement.
Fendercare also possesses significant experience in designing, delivering, and servicing submarine mooring systems for the US and foreign navies, including the design of specialized fender backing systems that are anticipated to be necessary for the US Navy’s future logistics ships.
3. MARKET SURVEY
A market survey has been conducted to determine if there are other potential suppliers of the required services. Product data from the following companies was studied:
Trelleborg Pacific Marine Fendertec Marine Fender International
None of these companies advertise 6m fenders as part of their product portfolios or indicate they have previously designed and delivered fender backer systems shipboard deployment of hydropnuematic submarine fenders. Other companies were identified that manufacture and/or distribute pneumatic and hydropneumatic fenders, however with the same limitations as these three in addition to using Chinese manufactured equipment.
4. ADDITIONAL FACTS
None
5. CUSTOMER SIGNATURE
I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
