SOLE SOURCE JUSTIFICATION:

In accordance with NAVSEA Instruction 4734.1 (series), the calibration of electronic test equipment shall be performed by a calibration laboratory accredited by a Navy recognized accrediting body, e.g., American Association for Laboratory Accreditation (A2LA), ANSI

National Accreditation Board (ANAB), or National Voluntary Laboratory Accreditation Program

(NVLAP). The Navy has invested a considerable amount of time and money into the evaluation and approval of vendors authorized and accredited to calibrate test equipment used to support the

Fleet. These procedures and tests are performed utilizing various Calibration Lab Standards (i.e., Test Equipment) valued at per piece of test equipment.

Keysight Technologies holds the required accreditation and is the only vendor with the proprietary original equipment manufacturer (OEM) electronic parts, software, and firmware necessary to repair and calibrate the equipment listed in the requirements table above. If services were procured from a vendor other than Keysight Technologies, the products’ warranties would be void and the Government would be required to evaluate and approve each unit received to ensure that the required calibration standards are met. It is estimated that the number of hours to develop the calibration capability requirement and approve each piece of test equipment would range from five hundred (500) to ten thousand (10,000) hours over the course of twenty-four (24) months. The cost associated with testing and the approval process would be approximately for each piece of equipment.

Based on the additional cost of developing a new calibration capability requirement and testing and approval of each piece of equipment, it is not reasonable to conclude that the duplicative costs identified above can be offset by a potential savings from competition. Additionally, the best value to the Navy is utilizing the calibration and repair facility that has the expertise, knowledge and required OEM parts and meets NUWCDIVNPT requirements. Therefore, it is in the best interest of the Government to solicit this requirement on a sole source basis to Keysight

Technologies.

RESELLERS:

Not Applicable. Keysight Technologies does not have authorized resellers of repair and calibration services.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.

APPROVAL:

Contracting Officer:

Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available. I certify that this justification is accurate and complete to the best of my knowledge and belief.
