About this file

This is a Sole Source Justification for Acquisitions Over $250K submitted by the National Cancer Institute (NCI), Office of the Director, sponsored by the Centers for Biomedical Informatics and Information Technology (CBIIT).

The acquisition seeks professional services from GalaxyWorks LLC to support the deployment and migration of bioinformatics workflows into Galaxy software within NCI's NIH Integrated Data Analysis Portal (NIDAP). The requirement is classified as Information Technology (IT) support services under a firm-fixed-price contract structure. The estimated total value is redacted, with performance scheduled from August 1, 2026 through July 31, 2027, including three optional one-year extension periods. The acquisition identification number is PCA-NCI-03956. The contracting officer is Rukshani F. Levy, and the project officer is Dr. Janelle Cortner, PhD, located at 9609 Medical Center Drive, Rockville, MD 20850.

The justification documents comprehensive market research conducted in accordance with FAR Part 10, which identified four vendors offering Galaxy-specific support. Only GalaxyWorks LLC demonstrated the unique combination of platform expertise, cancer bioinformatics experience, and federal deployment capability required to meet the Government's needs. Competing vendors were evaluated and found deficient: Reliant Global Technology Inc. lacks cancer-specific bioinformatics experience; Intero Life Sciences provides fully managed rather than collaborative solutions; and Noor Biotechnologies focuses on microbial genomics rather than cancer research. A Notice of Intent was published on SAM.gov on June 24, 2026, with a closing date of July 7, 2026. One capability statement was received from Reliant Global Technology Inc., which was determined not to meet all aspects of the Government's requirements. This acquisition is conducted under 41 U.S.C. 3304(a)(1) and will be processed under FAR Part 12 using simplified procedures.

Investigators at Johns Hopkins University with funding support from NCI. Because the software is open source, only 3rd party vendor support is available to assist and advise with deployment, maintenance, or application development. GalaxyWorks is a commercial entity which specializes in supporting groups seeking to deploy Galaxy. At this time, we seek to procure professional services from GalaxyWorks to support the deployment and migration of bioinformatics workflows into Galaxy, including base and optional levels of effort across the period of performance.

5. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a SAM.gov notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

To ensure offers were solicited from as many potential sources as practicable, NCI subject matter experts conducted market research to identify vendors capable of providing third-party support for Galaxy deployments. Potential sources were identified through the Galaxy Project community website (https://galaxyproject.org/support/commercial), which lists commercial entities providing Galaxy support services.

Consistent with these efforts, a Notice of Intent to award a sole source contract to GalaxyWorks was publicized on SAM.gov on June 24, 2026, with a closing date of July 7, 2026, providing interested sources the opportunity to submit a capability statement demonstrating their ability to meet the Government's requirements. One vendor, Reliant Global Technology Inc., submitted a capability statement in response, which was evaluated and found not to meet all aspects of the Government's requirements.

A separate, full SAM.gov synopsis under FAR Subpart 5.2 was not publicized, the Notice of Intent satisfies the requirement to provide notice of the Government's intent to award without full and open competition. This acquisition will be processed under FAR Part 12 Acquisition of Commercial Products and Commercial Services and will be made pursuant to the authority at 41 U.S.C. 1901, utilizing simplified procedures in accordance with RFO 12.201-1. Competition is being restricted in s

6. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in accordance with FAR Part 10 to identify potential sources capable of supporting enterprise-scale deployment, integration, and sustainment of the Galaxy bioinformatics platform within NIDAP. The research was documented in a formal Market Research Report dated July 8, 2026, prepared by the CBIIT/OCIO acquisition team. Research activities included identifying vendors from the Galaxy Project community website (https://galaxyproject.org/support/commercial), conducting phone and email outreach with technical subject matter experts, and issuing a Notice of Intent on Sam.gov on June 24, 2026, with a closing date of July 7, 2026. Only one capable statement was received, however, the COR determined that that vendor could not do all the work stated.

In addition to Galaxy-based solutions, NCI evaluated Code Ocean as an alternative software platform through a proof-of-concept contract established in FY25. While promising, Code Ocean was found to have significant shortcomings in supporting flexible, reusable analysis templates and carried prohibitive per-user costs, making it unsuitable to meet the Government's needs.

Among the four vendors offering Galaxy-specific support, the research found:

GalaxyWorks, LLC was the most responsive to outreach and demonstrated unique qualifications through core personnel who are original contributors to the Galaxy Project, along with demonstrated experience developing cancer bioinformatics analysis tools and workflows.

Intero Life Sciences offers third-party Galaxy support but has no connection to the platform's original development team and provides fully managed rather than collaborative solutions, making it a poor fit for NCI's needs.

Noor Biotechnologies focuses primarily on microbial genomics support, which does not align with NCI's cancer bioinformatics requirements.
