About this file
This is a Justification for Sole Source Procurement document for Navy Medicine Training Support Command (NMTSC) at Naval Medical Forces Development Command in Portsmouth, Virginia, to upgrade teleconferencing and virtual meeting equipment.
The procurement is restricted to One Vision Solutions (Directparket Inc), CAGE Code 37KA5, as the sole source contractor. NMTSC operates a geographically separated facility in San Antonio, Texas, and currently maintains inadequate teleconferencing equipment consisting of two televisions and a webcam. The requirement involves updating this infrastructure to improve communication, enhance operations, and facilitate decision-making across multiple scenarios in support of NMTSC's critical military mission. The justification cites four critical factors supporting sole source selection: (1) Mandatory Security and Facility Clearance—One Vision is the only AV integration firm currently authorized with active Secret clearances required to access and work in the secure conference room zone where systems connect directly to sensitive NMTSC networks; (2) Unique Knowledge of Existing Infrastructure—One Vision engineered and installed the foundational AV cabling and network infrastructure currently in place, and relying on an uncleared third party risks compromising security and stability; (3) Specialized Technical and Programming Expertise—One Vision holds proprietary configurations for NMTSC's touch-panel interfaces and AV-over-IP distribution systems, and introducing a new vendor could require costly reverse-engineering of existing control system source code; and (4) Warranty and Maintenance Continuity—existing AV systems are under warranty and preventative maintenance agreements with One Vision, and using an alternate vendor risks voiding these warranties and complicating ongoing Service Level Agreements. No pricing, delivery dates, or performance period terms are specified in this justification document.

Source Selection Information – See FAR 2.101 and 3.104 that requires Secret. One Vision is the only AV integration firm currently authorized with the active clearances required to access and work within this secure zone. Because conference room systems connect directly to NMTSC networks and handle sensitive communications, security protocols mandate that only cleared technicians can support the requirement.
- Unique Knowledge of Existing Infrastructure: One Vision engineered and installed the foundational AV cabling and network infrastructure currently in place at Naval Medical Forces Development Command. Relying on an uncleared or external third-party vendor risks compromising the security and stability of this pre-existing infrastructure.
- Specialized Technical and Programming Expertise: One Vision holds proprietary configurations for NMTSC’s touch-panel interfaces and AV-over-IP distribution systems. Introducing a new vendor to program the new conference room hardware could introduce extensive, costly reverse-engineering of current control system source code.
- Warranty and Maintenance Continuity: The facility’s existing AV systems are currently under warranty and a preventative maintenance agreement with One Vision. Utilizing an alternate vendor for this conference room integration risks voiding these existing warranties and complicates ongoing Service Level Agreements.
