About this file
This is a Sole Source Justification document for a follow-on indefinite delivery contract (IDC) for repair services of the Programmable Armament Control Set (PACS-46) Converter Programmer.
The Air Force Sustainment Center, 638 Supply Chain Management Group is seeking to award a sole source, firm-fixed price IDC to Hamilton Sundstrand Corporation (CAGE: 0CAM5) for repair services of PACS-46 units applicable to F-15E aircraft. The contract will consist of five annual ordering periods estimated to run from 18 May 2026 through 17 May 2031. Repair services include minor repairs (36 units per period), major repairs (13 units per period), no-fault-found evaluations (13 units per period), and beyond economic repair processing (1 unit per period). The contract will utilize Working Capital Fund (4930) appropriation and employ delivery schedules of 7 days for mission-impaired capability situations, 10 days for surge requirements, and 30 days for routine maintenance. Hamilton Sundstrand is justified as the sole source because it is the original equipment manufacturer with exclusive proprietary technical data rights; the Government does not possess the complete technical data package required for repair. Market research including a Request for Information posted to SAM.gov on 07 November 2024 (with 07 December 2024 return date) yielded no competing vendors. The justification notes that reverse engineering would require approximately 72 months and substantial cost, making it economically unfeasible given the 20-year remaining lifecycle of the PACS-46 system. Hamilton Sundstrand declined on 13 January 2025 to sell its intellectual property or proprietary data to the Government. Pricing will be negotiated using FAR Part 12 and 13 procedures with price reasonableness analysis. The requirement was coordinated and approved by the Program Manager (409 SCMS/GUMC), Contracting Officer (AFSC/PZAAB), Local Legal Reviewer (78 ABW/JA), and Competition Advocate (AFSC/PZC-R) with approval dates between 10 September and 24 September 2025.

July 2025 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 6July 2025 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 6
This Sole Source Justification is to request authority for Other Than Full and Open Competition supporting requirements generated for the Air Force Sustainment Center (AFSC), 638 Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS)/GUMC. The contracting activity for this requirement is AFSC/PZAAB.
Due to the circumstances described herein, the activity requests authority to acquire the repair services for the Programmable Armament Control Set (PACS-46) Converter Programmer (CP) listed in the document using Other Than Full and Open Competition as prescribed by 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This action will result in the award of a follow-on contract, sole source to Hamilton Sundstrand Corporation (CAGE: 0CAM5), which will be a Firm-Fixed Price Requirements Indefinite Delivery Contract (IDC) consisting of five
(5) annual ordering periods. The ordering period of the IDC is estimated to be 18 May 2026 through 17 May 2031.
This requirement is for the repair of the PACS-46 CP, Part Number (P/N) 11241-46, National Stock Number (NSN): 1270-01-550-2010FX. The PACS-46 is applicable to the F-15E.

The delivery schedule is 7-day repair Turn-Around-Times (TAT) for Mission Impaired Capability Awaiting Parts, 10-day repair TAT for Surge requirements, and 30-day TAT for routine requirements.
This NSN was screened and assigned Repair Method Code (RMC)/Repair Method Suffix Code (RMSC) of is R3/R: RMC R3. Repair, for the second or subsequent time, directly from the actual manufacturer. RMSC R. The Government does not own the data or the rights to the data needed to contract repair this part from additional sources. This code is used when the Government did not initially purchase the data and/or rights. It has been determined to be uneconomical to reverse engineer the part.
The overall program acquisition strategy supports the J&A conclusion to award a sole source repair contract to Hamilton Sundstrand, as they are the only authorized repair source for the PACS-46, and the only source with the proprietary data to perform repair.
DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).
The agency's minimum needs can only be satisfied by the unique supplies or services available from Hamilton Sundstrand, as they are the only qualified source. Repair of the PACS-46 is highly specialized, as it requires skill and expertise to perform maintenance in accordance with the design

July 2025 CONTROLLED UNCLASSIFIED INFORMATION Page 4 of 6 and performance specifications HS15447, and the Acceptance Test Procedures, ATP11283-35. The performance specification contains stringent design requirements and must meet exact form, fit, function and interface requirements for effective F-15 mission accomplishment. The PACS-46 system is a military-unique item that must conform to the Original Equipment Manufacturer (OEM) engineering drawings, 11241-46. The repair of the PAC-46 CP is commercial as the repair services offered are performed for both military and commercial customers. The PACS-46 controls the logic for fail-safe monitoring, arming, releasing and jettisoning of all air-to-air and air-to-ground weapons and stores on the F-15E, which has an expected lifecycle through 2045. This particular CP configuration has been certified for nuclear weapons capability. A substitute item must be approved by the OEM and the Operational Safety, Suitability, and Effectiveness (OSS&E) activity.
Hamilton Sundstrand is the OEM of the PACS-46. They have proprietary rights to the technical data package (TDP). All TDP drawings have proprietary data markings and Hamilton Sundstrand is identified as the vendor on the source controlled drawings. A complete TDP is required in order to repair the PACS-46. The Government does not possess any commercial product sheets, test data, qualification data, support manuals or related data that defines the performance and manufacturing characteristics of the PACS-46, precluding organic and competitive repair.
Hamilton Sundstrand has previously provided PACS-46 repair services in the form of testing, repair, functional check and certification of items. The repair service sustainment of the PACS-46 is required to ensure availability of the assets necessary to support mission requirements of the F-15 aircraft.
This repair effort will support backorders, Mission Impaired Capability Awaiting Parts (MICAPs), and surge requirements in support of F-15 critical aircraft missions. This follow-on acquisition is necessary for continued repair sustainment support of a highly specialized item/system.
This will be a follow-on contract to FA8538-21-D-0002, which was awarded sole source to Hamilton Sundstrand 19 May 2021 and will expire 18 May 2026. Based upon information obtained through fact-finding, internal Government discussions, and the definition of a commercial service (FAR 2.101), it was determined that the repair of the Programmable Armament Control Set is a commercial service.
The repair is of a type customarily available in the commercial marketplace. The commercial determination by a Procurement Contracting Officer was most recently updated in 2021. Research and review of the PACS-46 found no other commercial or non-development repair capability available to meet this requirement. Hamilton Sundstrand has the personnel, knowledge, and experience required to comply with the contract requirements as they have previously. Any repair source would not only require the data package for the specialized tooling, but also the necessary facilities, tooling, expertise, and testing Hamilton Sundstrand is the only authorized repair source for these items, and the only source with the proprietary data to perform repair. This repair data was requested from Hamilton Sundstrand. On 13 January 2025, Hamilton Sundstrand declined via email any interest in selling the intellectual property or proprietary data for this item.
In order to reverse engineer, another contractor would be required to develop drawings, and tooling, as well as conduct field testing, Operational Flight Program development, and complete nuclear certification for the newly re-engineered PACS-46. This is expected to take at least 72 months and cost . This is based on comparison to a similar product - PACS-25. Cost analysis was performed using the reverse engineering of the F-15 PACS-25 at a cost of in 2025. The Payback Period for reverse engineering would far exceed the remaining 20 years of the life cycle, therefore, a reverse engineering effort for the PAC-46 is not considered cost efficient.
Accordingly, Hamilton Sundstrand is the only vendor capable of providing the requirements described

July 2025 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of 6 in Section III above without the United States Air Force (USAF) experiencing substantial duplication of cost that could not expected to be recovered through competition.
A Request for Information (RFI) was posted to SAM.gov on 07 November 2024 with a return date of 07 December 2024. The SS/RFI requested responses from interested vendors with capability to repair the F-15 PACS-46. No responses to this SS/RFI were received.
This requirement will be synopsized in SAM.gov in accordance with FAR 5.201. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential for subcontracting possibilities.
The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2) and will include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.
Market research was conducted beginning 06 November 2024 and completed 09 May 2025 in accordance with FAR Part 10.001 and 10.002. The market research techniques used are as follows:
As described in Section V above, an RFI was posted to SAM.gov advising industry of the pending acquisition and soliciting inquiries from interested vendors. The SS/RFI was posted on 07 November 2024. No responses to this SS/RFI were received.
Internet searches were performed using keywords “Programmable Armament Control Set”, “Armament Control Set” and North American Industry Classification System 811210 on AerospaceTechnology.com, GlobalSpec.com, EEM.com, and the Small Business Administration (SBA) database (dsbs.sba.gov). There were no other potential vendors identified that had access to the proprietary technical data to qualify them as capable vendors for the repair of the PACS-46.
The repair of the F-15 PACS-46 will follow that of a commercial item as defined in FAR Part 12 and FAR Part 13 will be conducted with FAR 12 and FAR 13 procedures.
The Air Force Master Item Identification Database, D043A, was also researched along with acquisition historical records. The D043A database contains all qualified sources identified at the time of initial cataloging and through subsequent revisions. Hamilton Sundstrand was the only qualified repair source identified.

The market research concluded Hamilton Sundstrand is the only vendor capable of fulfilling the Government's requirement.
None
See Section VI above
While the current market research indicates a sole source environment for the PACS-46 the Government will periodically request Hamilton Sundstrand's consideration of selling the technical data. If they agree, the Program Office will accomplish a cost/benefit analysis to determine if buying the data is economical for the remaining of the program. If determined economical, the Program Office will take action to obtain funding to acquire the technical data.
The plan to break barriers to competition in the prior J&A was to continue engaging the OEM on selling the data to the Government. That plan was executed but the OEM continues to decline to sell the data to the Government. On 13 January 2025, Hamilton Sundstrand declined interest in selling their intellectual property or proprietary data for this item.
