2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office (NCO) 10 intends to award a new firm-fixed-price, sole source purchase order for two for a Picaso Plus 2D Specimen to provide domestic hot water for the Cleveland VA Medical Center. These units will serve as emergency backup systems to ensure continuous hot water availability in the event of primary system failure, which is critical to hospital operations and patient care.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Picasso Plus 2D Specimen Radiography System provides specialized capabilities uniquely designed for Anatomic Pathology workflows that are not available in other systems. The system utilizes Amorphous Selenium direct capture imaging technology, which delivers high-resolution, diagnostic-quality images necessary for accurate identification of biopsy clips, markers, and microcalcifications within excised tissue. This level of image clarity is critical for ensuring correct tissue selection and supporting accurate pathological analysis.
The system also incorporates a large 10” x 12” detector, enabling imaging of larger specimens such as mastectomies without repositioning, and includes integrated digital workflow features such as DICOM compatibility, image blending of radiographic and optical images, and mobile image access through a wireless tablet interface. Additionally, hands-free operation through voice and gesture control supports sterile and efficient gross room workflows.

Service to determine if there were other vendors capable of providing a Picaso Plus 2D Specimen that meet CLE VAMC's specific requirements. The following sources were reviewed:
