About this file
This is a Memorandum justifying the use of other than full and open competition for a simplified acquisition under FAR 13.106-1(b)(1)(i). The memorandum documents the acquisition of Buffalo pumps repair services for the USNS Washington Chambers, with a required delivery date of March 31, 2026. The contracting officer determined that only one source—AIR & LIQUID SYSTEMS CORPORATION / Buffalo pumps—is reasonably available for this requirement.
The justification for single-source procurement is based on multiple factors: restrictive proprietary rights to pump drawings owned by AIR & LIQUID SYSTEMS CORPORATION; an exclusive licensing agreement making the company the only authorized distributor; critical ship equipment designation under SMS Procedure Number N0700-106.00-T-AKE Revision 4; standardization requirements for the NA2006-PMPEND Buffalo Pumps model used on T-AKE Class vessels; and form, fit, and function compatibility requirements for drop-in replacement parts for the existing NA2006-PMPEND pump installation. The components must be compatible with the existing pump configuration without modification to maintain regulatory certification and functional operation. The contracting officer, PARKER JAMES L, dated and signed the memorandum on February 2, 2026, certifying the accuracy of the facts and representations presented.
