TO: AFSC/PZIMB
DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGICTICS COMPLEX (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
15 November 2020
FROM: OC-ALC/OBCA for 76 MXSG
SUBJECT: Sole Source Justification for Se1v M21-013 Semi-Automatic Polishers
1. 76 MXSG requested annual Preventive Maintenance for Serv M21-013 Semi-Automatic Polishers. This contract is to establish a base plus 4 option year se1vice contract for a yearly preventative ma.intenance visit (PM) on two semi-automated metallography polishers used for the core workload of the lab. The two (2) Strners Polishers in the Material Analysis Section that would be covered by this contract would fill a critical role in helping maintain the equipment that supports processing sample for First Article evaluations, mishap investigations and many other production related investigations in support of the war fighter hardware. Polishers are utilized to perform operations of grinding and polishing to prepare material samples for obse1vation in optical and scanning electron microscopes. The polishers must be capable of reproducing quality polished samples with micron level of control to reveal microstructures by ensuring that the procedure does not introduce variables that could lead to misinterpretations during evaluations of projects performed by the lab. 76 MXSS/MXDTAC provides an invaluable se1vice to the OC-ALC through the microstructural evaluation of coatings, metals, composites, and process related qualifications such as weld investigations. Yearly preventative maintenance would ensure on-demand capability of the instruments by performing yearly schedule preventative maintenance on the two units to reduce downtime and touch time in the process of laborato1y investigations.
2. Struers Inc. is the OEM for the two (2) Struers Tegramin-30 Semi-Automatic Polishers (serial numbers 60310665 and 60320301). Struers Inc. owns all data rights to their technology. Struers Inc. is the only known source that has the required pruts (software/hardware/electronic/electrical) and access to proprietruy data to perform the preventive maintenance and repairs on this equipment. Certified Struers Inc. se1vice engineers ru·e the only qualified contractors to perform seivice on their Struei·s Tegramin-30 Semi-Automatic Polishers.
3. After market research was conducted, it was determined that there is only one company, the original equipment manufacturei· (OEM) Struers Inc., that can satisfy the Government's requirement.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811219) and Federal Service Code (FSC) J066, looking for any company that could provide this Service. A review of 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide this Service. A review of past contracts was also conducted including FA8125-16-M- 0008. In review, it has been determined that there is only one source capable of providing the service for this acquisition.
5. In the future, the Government will continue to conduct market research to determine if Struers Inc. has any distributors capable of providing preventative maintenance services for the Struers Tegramin-30 Semi-Automatic Polishers or if they are willing to sell the data rights to the Government.
6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
