About this file

This document is a Memorandum for Use of Other Than Full and Open Competition for an Acquisition Under the Simplified Acquisition Threshold. The procurement is for a Central Salt Water Cooling Crossover Strainer (Part Number: FTI-30CN-M-S, Quantity: 1 EA) from Fabrication Technologies Industries Inc., the sole authorized Original Equipment Manufacturer (OEM) vendor. The strainer is considered critical ship equipment for T-AKE class ships, with a mission criticality code of 2, essential for filtering seawater debris and preventing potential engine overheating and performance issues.

The procurement has a required delivery date of 11 August 2025, with an estimated production lead time of 11 weeks. The acquisition was identified on 22 May 2025 and is being processed as an urgent requirement to ensure the continued operational effectiveness of the ship's cooling system. The document emphasizes the importance of using OEM parts for proper maintenance, safety of personnel, and protection of the environment, with the crossover strainer being fundamental to the efficient operation of critical machinery by filtering potentially harmful debris from seawater.

a. XX CRITICAL SHIP EQUIPMENT: The required item is critical ship equipment, the failure of which poses a hazard to the ship, the crew or the environment.

i. SMS Procedure Number: 10.6-002-ALL

ii. Describe how it applies to the critical piece of equipment:

SMS 10.6-002 ALL, lists the below mission criticality codes for T-AKE class ships:

Mission criticality coded 2 for CENTRAL SALT WATER COOLING

CROSSOVER STRAINER

The primary function of the crossover strainer is to filter out debris and impurities from the seawater into the cooling system. Failure of crossover strainer can lead to overheating especially the main engine, decreased engine performance and efficiency due to restricted water flow and sudden loss of cooling.

This will affect smooth, efficient operation, can lead to serious consequences, and the ability to provide Combat Logistics Support to the Warfighters - l Proper refurbishment and maintenance, using only OEM parts is critical to the safety of the personnel, the protection of the environment and

b. _____ STANDARDIZATION / BRAND NAME: Per MSCs standardization initiative, only the specified make/model of the equipment/parts will additional units or replacement items.

i. Identify Make / Model Number(s): ___________________

ii. Identify other vessels with this Make / Model:
