About this file
This document is a Sole Source Justification for a Navy procurement from Florida Hose and Rubber, LLC to fabricate and test 60 specialized divers' gas quality hoses for the Navy Experimental Diving Unit's Ocean Simulation Facility (OSF) Bottlefield. The specific equipment requirements include 2x 1/2" stainless steel braided Teflon hoses (10' and 20' lengths), 56x 5/8" stainless steel braided Teflon hoses (6' lengths in 48 orange and 8 black), all with safety cables, heat shrink sleeves, and stainless plugs. The hoses will be tested to 10,000 PSI with a working pressure of 5,000 PSI. The total estimated value is over $25,000 but under $250,000, and will be processed using simplified acquisition procedures. The Navy selected Florida Hose and Rubber as the sole source due to their extensive familiarity with NEDU's existing hyperbaric systems and the critical need to minimize operational downtime during replacement of legacy gas flask equipment.

This acquisition will be conducted using simplified acquisition procedures with a total estimated value of greater than $25,000.00. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. REDACTED
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10
U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.
Florida Hose and Rubber is qualified and has historically supplied NEDU with divers’ life support umbilicals and hoses IAW S6430-AE-TED-010 - Piping Devices and Flexible Hose
Assemblies. In addition, they provide NEDU with hydraulic services for the Ocean Simulation
Facility (OSF) and are familiar with NEDU’s hyperbaric systems and requirements. NEDU is currently in the process of replacing 104 large legacy gas flasks that comprise the bottlefield.
These flasks are original equipment to the OSF and are ~50 years old with no documentation, part numbers, or identifying marks. NEDU requires Florida Hose and Rubber to fabricate qty 60 gas hoses to connect the new flasks to the legacy piping systems. The system will be out of service while the work is being performed and therefore NEDU cannot accept any downtime beyond fabrication and testing due to our current operational tempo. Florida Hose and Rubber is very familiar and has historically supplied NEDU with all of our hoses and ancillary equipment currently in place at NEDU, offering continuity of operations and consistence in the maintenance of the equipment to the maximum extent possible that is necessary to life and limb. To use another company to conduct the fabrication would require additional downtime for shipping, travel, and knowledge of the system. Use of another vendor may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU and negatively affect the hydraulic life support systems that are vital components of the OSF and divers while under pressure. Therefore, it is imperative that Florida Hose and Rubber be used to limit the risk of NEDU personnel working in the systems that utilize the various equipment.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the maintenance services of Florida
Hose and Rubber LLC to support the NEDU mission.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For reasons specified in paragraph 4 above, Florida Hose and Rubber LLC is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov because it is estimated to be greater than $25,000.00.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Florida Hose and Rubber LLC is the only company that can provide the service.
