About this file
This document is a Single Source Justification (Simplified Acquisition) for commercial internet services at Vandenberg Space Force Base. The 30 CONS/PKB is seeking to provide Commercial Internet Services (CIS) for 7000 and 8401 users, with the incumbent being Inyo Networks, Inc., a small business currently having IT infrastructure installed at the facilities. The government determined that re-competing the contract would result in substantial duplicate costs that would not be recoverable through competition.
The justification highlights that the existing vendors were the only ones able to provide quotes on the initial contract, and awarding to another vendor would not provide additional benefits since the service would remain fundamentally the same. To preclude future single-source awards, the contracting office plans to conduct market research, explore vendors with upgrade capabilities, develop a clear Statement of Work, maintain a pre-qualified vendor list, and engage in industry outreach. The contracting officer, Jake Hluska/NH-III, will make the determination on March 18, 2025, that a single source is reasonably available under FAR 13.106-1(b)(1).
